Jacobson,Director of Public Safe <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this repo omments attached <br /> Recommendation: <br /> Direct the City Manager to serve a 30 day withdrawal notice to other East Metro SWAT Team <br /> Joint Powers members per JPA section 6.01. <br /> Legislative History: <br /> The City of New Brighton entered into a mutual aid agreement as part of the East Metro SWAT <br /> Team in 2007. The City then entered into a Joint Powers Agreement for these same services in <br /> February of 2012. The Joint Powers Agreement for the East Metro SWAT Team currently <br /> includes the governmental entities of the City of Roseville, the City of St. Anthony, the City of <br /> North St. Paul,the University of MN and the City of New Brighton. <br /> Financial Impact: <br /> Savings of about$4,000 per year in equipment costs in addition to personnel costs for ongoing <br /> training. <br /> Explanation: <br /> New Brighton Dept. of Public Safety has had a more than five year relationship with East Metro <br /> SWAT for SWAT services. The City of New Brighton currently has three members on the <br /> SWAT Team and one member who serves as a negotiator. One of those members will be <br /> leaving for military deployment for about 18 months. The other members have served since the <br /> beginning of New Brighton's participation in the Team. New Brighton Department of Public <br /> Safety would prefer to focus their resources now given to SWAT services to other priorities <br /> within their Mission to include focus on patrol, investigations, service delivery and prevention <br /> efforts. The Ramsey County Sheriff's Office will begin service as our primary provider for <br /> SWAT Team Services upon verbal notice. The Sheriffs Office is primary provider of SWAT <br /> Team services currently to t eir contract cities as well as Maplewood, Mounds View and White <br /> Bear <br /> Robe .
