Mr.Les Proper
August 5, 1997
Page 2
Task 3—Neighborhood Informational Meeting
An information meeting will be held with residents to receive input regarding the nature of the
problems and their perception of issues which must be addressed to solve the problem. Based upon
the preliminary scoping analysis, Barr will describe possible solutions to the residents and provide
information about design features and criteria. Following the public meeting, Barr will hold one
meeting with city staff to select two preferred alternatives for detailed analysis.
Task 4—Detailed Analysis
Barr will perform detailed analysis of two preferred alternatives. Barr will verify watershed
divides, perform hydrologic analysis, and do flood routing computations to determine response of
the proposed system to storm events meeting the design criteria. Preliminary cost estimates will be
prepared based on the preliminary design, and Barr will attend one meeting with staff to present
the results of the analysis and reach consensus regarding the preferred solution. Barr has
anticipated one feedback meeting with residents of the problem area to describe the preferred
solution.
Task 5—Letter Report
Barr will prepare a letter report which summarizes the analysis and presents the preferred solution
in the form of a preliminary design suitable for development of construction documents by the
New Brighton staff.
Barr will begin work as soon as we receive verbal authorization and anticipate the meeting to
present the scoping analysis within two weeks of authorization to proceed. If topographic mapping
is required, it will require approximately two weeks for delivery. Upon delivery of the mapping,
Barr will be prepared to meet with staff to review the analysis of the likely alternatives within
30 days. Completion of the preliminary design for the preferred alternative and preparation of the
letter report will take approximately two weeks thereafter.
Barr will undertake these tasks on a time-and-expenses basis in accordance with our current fee
schedule for a total not to exceed $15,650, including the mapping, without the prior approval of the
city. Expenses will be billed at cost without markup.
Thank you for the opportunity to assist the city with this work. If you have any questions please
contact myself at 832-2814 or Karen Chandler at 832-2813 at your convenience.
Sincerely,
06niklAA'‘-12 \
Dennis Palmer
Vice President
DP/cnl
00033WR152397-1
