• Barr
Engineering Company
August 5, 1997
Mr. Les Proper P.E.
Director of Public Works
City of New Brighton
803 Fifth Avenue NW
New Brighton, MN 55112
Re: Proposal
Kari Lane Flooding Analysis
Dear Mr. Proper:
This letter presents Barr's proposal for analysis of the flooding problems at Kari Lane and
14th Street NW in the City of New Brighton. The paragraphs below describe the elements of work
which we believe will be necessary to review the situation. A table which summarizes the
estimated cost of the work is attached.
Task 1—Scoping Analysis
Barr will perform a preliminary hydrologic analysis in sufficient detail to determine the likely
system response to intense short duration rainfall events and to identify potential solutions to the
flooding problem. Alternative solutions are likely to involve creation of storage basins, increased
system capacity, or flood protection works (such as berms or walls) to divert flowing water. Based
upon the apparent system response and upon the alternatives which will most likely be analyzed in
detail, the need for aerial topographic mapping will be evaluated.
Upon completion of the scoping analysis, a meeting will be held with city staff to present the results
of the preliminary analysis, determine the need for topographic mapping, and to plan an
informational meeting with residents of the affected area.
Task 2—Obtain Topographic Data
If necessary, local topographic mapping will be obtained. The mapping would include the
watershed tributary to the problem area (2-foot contour interval) with enhanced topography in the
vicinity of the flooding. The map would be prepared by an aerial mapping subcontractor. If the
aerial mapping is not required the total cost will be reduced by about$2,800, but some topographic
surveys will still be necessary. If the map is needed, the surveys will be required for horizontal and
vertical control.
•
4-8300 Norman Center Dnve 0 555 West 27th Street J 202 West Superior Street 7 P.O.Box 130917
Minneapolis,MN 55437-1026 Hibbing,MN 55746 Duluth,MN 55802 Ann Arbor,MI 48113-0917
Phone:(612)832-2600 Phone:(218)262-3465 Phone:(218)727-5218 Phone:(313)327-1200
Fax: (612)832-2601 Fax: (218)262-3460 Fax: (218)727.5450 Fax: (313)327-1212
