HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report_ihl <br /> iteik:P" Comments attached <br /> EXPLANATION/SUMMARY <br /> The purpose of this report is to recommend that Council approve the recommended option in the Barr Engineering, <br /> November 6, 1997, Supplemental Report- Kari Lane Flooding Analysis, and authorize the preparation of plans and <br /> specifications for an April 1998 bid letting and spring construction. The recommended option includes: 1. the installation <br /> of a 60-inch arch pipe relief storm sewer from the low point on Long Lake Road just west of Kari Lane to the Pike Lake <br /> channel box culvert, and 2. the installation of high capacity catch basins on the box culvert to intercept drainage from the <br /> south. The 60-inch arch pipe storm sewer would be located along the north curb of Long Lake Road. Several high <br /> capacity catch basins, or possibly a special high capacity inlet device built into the curb and boulevard at the low point, <br /> will be installed to get the water into the new storm sewer. A colored aerial map of the recommended option is attached. <br /> e recommended option meets both the 10-year level of service for the storm sewers and the 100-year level of protection <br /> r the critical homes on Kari Lane. Based on feedback I have received, it appears that the residents support the <br /> recommended option and that the residents' drainage expert,Mr. Bud Johnson, believes the recommended option is sound. <br /> We are also recommending that a small berm be installed on the southeast corner of 14th Street and 16th Avenue NW and <br /> that the low area between Kari Lane and 16th Avenue NW be restricted from filling and the installation of structures that <br /> would reduce the available storage needed for protection from local flooding. <br /> The berm at the southeast corner of 14th Street and 16th Avenue NW would be approximately two feet high and twenty <br /> feet long and would keep fast running water from 14th Street from jumping the curb and flowing into the low area <br /> between Kari Lane and 16th Avenue. The berm will be located on the City boulevard and cost less than $500. <br /> RECOMMENDATION <br /> 1. To approve the recommended option for the Kari Lane Flooding problem as summarized in this report and <br /> authorize the preparation of plans and specifications. Plans and specifications to be prepared by Barr <br /> Engineering Company under the direction of the Director of Public Works. <br /> 2. To authorize the Director of Public Works and City Attorney to prepare declarations of covenants to insure <br /> no filling or structures are placed in the low area between Kari Lane and 16th Avenue NW <br /> ckat:_t_i.
