HEAD'S APPROVAL: Kevin Locke,Director of Community Development <br /> MANAGER'S REVIEW/RECOMMENDATION:No comments to supplement this report 4 t '" Comments attached <br /> EXPLANATION/SUMMARY lattach supplemental sheets as necessary) <br /> The City Council is being asked to review and approve the Highway 96 Concept Study which was formulated <br /> over the past year through the combined efforts of representatives of Ramsey County, those communities located <br /> along Highway 96, and BRW a consulting firm. I only have one original version of the study, so I will provide <br /> you with copies of the New Brighton section of the study for your personal review, and share the original of the <br /> study with you at the City Council meeting. <br /> The City Council has already been provided with a presentation by Ramsey County on the study findings and <br /> •endorsed the study. The City is now being asked to formally approve the concept study (See attached letter <br /> Wm Ramsey County). The study needs to be adopted prior to March 1st to allow the County time to embark on <br /> final environmental and design plans. Final plans and agreements for each segment of the Highway 96 project <br /> will require future City approval prior to construction. <br /> The New Brighton segment of the Highway 96 project is very limited(See attached copy of the New Brighton <br /> segment of the Highway 96 map). However, this relatively small stretch of Highway 96 contains key <br /> intersections and represents the key entryway to the Highway 96 corridor from the west, and serves as the <br /> connecting point for the regional pedestrian/bicycle trail from the east along Highway 96 to Long Lake Park and <br /> further to the west. There are several issues identified by the concept study regarding the New Brighton segment <br /> (See attached copy of New Brighton issues from the concept study). Those issues include but the following: <br /> • The reconstruction and widening of the I-35W bridge <br /> • Vehicle turn lanes and pedestrian/bicycle paths on the I-35W bridge <br /> • The intersection area of Highways 96 and 8 developed as a gateway to the City of New Brighton and the <br /> Highway 96 corridor, including such features as monument signs, paver block walk areas, and street furniture <br /> The concept study does a good job of identifying key design features, community needs, and regional <br /> transportation needs within the Highway 96 corridor.
