The report represents the work <br /> of the Highway 96 Task Force over the past 14 months. Before further technical work <br /> and design is undertaken,it is important that participating municipalities formally review <br /> and approve the report. The County Board will also approve the report following <br /> municipal actions. To ensure timely transition into environmental work and final design, <br /> we request municipalities approve the report before the end of February. <br /> Analysis and design work has considered local community needs as well as regional <br /> transportation needs throughout the study process. The task force included <br /> representatives from the Minnesota Department of Transportation, the St.Paul Water <br /> Utility, the Twin Cities Army and Ammunition Plant,White Bear Township, and the <br /> Cities of New Brighton, Arden Hills, Shoreview, North Oaks, Vadnais Heights, and <br /> White Bear Lake. The task force was staffed by Ramsey County with the technical <br /> support of BRW, Inc. Several public information opportunities were sponsored to help <br /> identify all issues and concerns. <br /> The report identifies key design features along with a staging plan for future construction. <br /> The work is conceptual and should not be considered final design. Municipal approval of <br /> the Concept Report is not approval of final design or ultimate cost participation. It is <br /> recognized that there are many site specific problems and issues which will require <br /> additional study and coordination during further environmental work,permit processes, <br /> and final design. The township and cities will play a key role in development of <br /> acceptable solutions and appropriate design features.
