Parks, Recreation and Environmental Commission Minutes 4
June 6, 1996
• to put up at this time. Maurie stated that they are willing to grant $50,000, which
the City of New Brighton would have to match the rest with city capital,
equipment, fundraising or services in-kind. It was suggested that Maurie scale
down the project in order to cut the cost of building this pathway, requiring the
City of New Brighton to gather up the remaining $12,000-$15,000. Gulden
stated the Jaycees could assist with labor support as well as other local organiza-
tions in the area. Maurie reiterated the fact that DNR is allowing him up to 18
months to complete the project once the grant has been approved. He estimated
December 1, 1997 as a deadline. Wendt and Koubsky agreed the marsh should
remain the way it is.
It was suggested by Trevorrow to either use some money from the tennis or
soccer budgets for the offset of the grant. Wendt did not agree with this strategy.
Brewer stated she had bad feelings of the DNR because they take money for fees
and don't use it for the purposes for which it was collected. She would rather
keep the money in the budget for in-line skating. Maurie replied the money from
DNR is from offshore oil leases. Brewer asked why not ask the council to fund
it. Maurie stated each year it is handled differently.
• Olson restated the two issues involving the DNR grant: 1) Do we want to do
anything with the marsh area?and 2)what is the financial aspect of it? In other
words, do we want a trail/observation area or not, if so,then we need to decide
the financial aspect.
Wendt asked if there would be any maintenance upkeep to the pathway involved.
Maurie stated there was very little.
Olson stated St. John's would certainly utilize the pathway and the question was
raised whether or not she thought the school district may help with the funding.
She thought they would probably enjoy having a floating pathway, but it
doubted if they would support it financially.
Maurie stated the DNR will only fund for wildlife and nature. This has changed
since 1978. Maurie stated he would like to some native species living in the
marsh and there would be some restoration involved also. (This is already
in the grant.)
Wendt asked Gunderman how he felt about the DNR grant. Gunderman said
he could not share his thoughts at this time.
•
