HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report Comments attached <br /> Explanation: <br /> DataForce has submitted a proposal to maintain the software which Finance uses for payroll, utility billing, accounting, and <br /> accounts payable. This software was acquired by the City from Therefore Systems, Inc in 1992. However,the quality of <br /> Therefore's maintenance services has not been acceptable. <br /> DataForce has the knowledge and willingness to provide the required support services at a reasonable cost. Their proposal <br /> has an annual cost of$17,000. The 1997 Annual Budget anticipated maintenance costs for Therefore at$25,000. <br /> The engagement with DataForce is seen as a temporary one- probably no longer than one year. Limitations on our rights to <br /> modify the software will make its long-term use impractical. A sample agreement is attached. Final language for the <br /> cement now is being dtermined. The City of Shoreview has etnered into a similar agreement with DataForce. <br /> In a related matter, Simon Root with the law firm of Fredrikson and Byron, is representing our interests with the termination <br /> from Therefore. The savings from the DataForce agreement will be used to finance these legal costs. <br /> Also,DataForce is agreeable to reducing the maintenance costs if we use a third party for payroll services. <br /> Recommendation: <br /> To approve the motion to AUTHORIZE USE OF THE SERVICES OF DATAFORCE TO SUPPORT THE <br /> FINANCE COMPUTER SYSTEM <br /> Margaret A.
