Agenda Section: V I I I-2
CITY OF NEW BRIGHTON
Report Number: 96-062
REQUEST FOR COUNCIL CONSIDERATION
411— Report Date: March 11, 1997
ITEM DESCRIPTION MEETING WITH PROPERTY OWNER
ON ACCESS PATH BETWEEN 14TH AVENUE NW AND ROSEWOOD COURT
DEPT. HEAD'S APPROVAL:
i
MANAGER'S REVIEW/RECOMMENDATION:
No comments to supplement this report Comments attached
EXPLANATION/SUMMARY (attach supplemental sheets as necessary)
At the February 25, 1997, Council meeting, the City Council received a petition requesting the installation of a bituminous
path across private property between Rosewood Court and 14th Avenue NW. Council directed staff to meet with the
property owners of the lots the path would have to cross to see if a conciliatory arrangement could be worked out,and to
report back in two weeks.
On March 4, 1997,the City Manager and Public Works Director met with Mike and Linda Mezzenga, owner's of the two
lots that would have to be crossed to construct the connecting pathway. The Mezzenga's felt that the installation of the
pathway would affect their privacy and the value and saleableness of their properties. The lot on the east side of the
athway is where their homes is located and given the orientation of the home, the path would literally be on or in view of
iiieir front yard. The lot on the west side is currently vacant. They said that some people from the neighborhood to the
north cut through their lot and then cross Long Lake Road at Rosewood Court to walk to Long Lake Park. They feel these
residents should be using the existing sidewalk on Long Lake Road and not crossing Long Lake Road at Rosewood Court
which everyone seems to feel is a difficult place to cross safely. Installing the pathway would encourage more use and
result in more people having to cross at this location.
RECOMMENDATION
TO DIRECT STAFF TO HOLD A NEIGHBORHOOD MEETING ON THE REQUESTED
PATHWAY WITH ALL AFFECTED RESIDENTS
04,14s-i/ 73
Leslie J.
