Page 2 <br /> • <br /> The Mezzenga's were also concerned about the wording in the petition that stated that the original plat <br /> plans had a provision for this pathway. According to the City Planner,the original plat showed <br /> Rosewood Court connecting to 14th Avenue NW rather that Long Lake Road. However,Rosewood <br /> Court was redesigned to connect to Long Lake Road due to opposition to the 14th Avenue NW <br /> connection by area residents. There was no proposal for a pathway connecting Rosewood Court and 14th <br /> Avenue NW after Rosewood Court was redesigned to connect to Long Lake Road. The Mezzenga's <br /> stated that they would not sell a right-of-way easement for the path but understood that the City has the <br /> right of eminent domain and could condemn an easement. <br /> Staff has not prepared a feasibility study on the pathway but through insight gained to date feels the <br /> pathway would not be feasible for the following reasons: 1. The path will have a very high cost to <br /> benefit ratio and there is no available funding source since MSA funds cannot be used, 2. The path does <br /> not fit into the Skeletal Sidewalk System objective of providing access to areas of major public interest, <br /> 3. It would create a pedestrian crossing point at Long Lake Road and Rosewood Court which due to <br /> traffic and configuration is not a good location for a pedestrian crossing, 4. It would adversely affect the <br /> privacy and value of at least two residential lots. <br /> Staff understands the concern for the safety of neighborhood children and suggest that a neighborhood <br /> • meeting be held with all affected residents as a next step in this process. <br /> I:\ENGINEER\ENGI-97-C C\RE PO RTSIPATHM EET.WPD <br />
