Agenda Section: VI I I-1
CITY OF NEW BRIGHTON
Report Number: 96-061
• REQUEST FOR COUNCIL CONSIDERATION
Report Date: 27 February 1997
ITEM DESCRIPTION: REQUEST FOR A HANDBILL LICENSE - EDWARD JONES, INC.
DEPT. HEAD'S APPROVAL:
MANAGER'S REVIEW/RECOMMENDATION:
No comments to supplement this report ii407-- Comments attached
EXPLANATION:
At the 2/25/97 Council meeting, Todd Jacobson, doing business for Edward Jones, Inc., applied for a
peddler's license. Council tabled the request and gave certain direction to staff I met with Mr. Jacobson
at his office, 201 Silver Lake Road, Suite B, and discussed Council's expectations. After reviewing the
business practices of Edward Jones, Inc., I determined the appropriate license to apply for is a Handbill
License. No sales or orders are made or taken at residences or businesses that Mr. Jacobson calls upon.
Instead, all he does is introduces himself and the services his company has available. This method of
operation more closely fits the latter type of license than the peddler's license.
Attached to this report are copies of the lease for office space in New Brighton for Edward Jones, Inc.,
specifications/quotes for signage on their office exterior, and a copy of the material(s)they leave with
II persons they have called upon.
Mr. Jacobson, the applicant, will be present at the meeting.
RECOMMENDATION:
Motion to GRANT A HANDBILL LICENSE TO TODD JACOBSON, DOING BUSINESS FOR
EDWARD JONES, INC., TO INTRODUCE HIMSELF AND HIS BUSINESS IN NEW BRIGHTON,
BUT NOT MAKE ANY SALES WHILE HANDBILLING.
Jo C.
