<br /> Brighton (possible future bikeway) indicate future trail plans for County Road D
<br /> from the Lake Johanna area to Highcrest Road. Roseville's plan also indicates
<br /> future on-road and off-road connections along Old Highway 8 and Fairview
<br /> Avenue. In Roseville's case, these future connections will reduce the gaps that
<br /> could connect communities, county and regional parks, natural resources, and
<br /> amenities and well as provide some with an opportunity to commute "trail-to-
<br /> work". By 2003, when the joint I-35W Coalition plan is complete, these trail
<br /> plans and connections should be more fully detailed.
<br /> 7.0 Roadways/Transportation: Road and rail corridors cover 21.6 % of New
<br /> Brighton and nearly 21% of the land in Roseville. New Brighton, Shoreview
<br /> and Arden Hills growth impacts Roseville by increasing traffic along the I-35 W
<br /> corridor and along the minor arterials and collectors, which become "relievers"
<br /> for longer trip commuters. In most cases additional right-of-way is not
<br /> available. The minor arterial of Cleveland Avenue should be redesigned jointly
<br /> to reduce driveway access points, provide for consistent speed (37mph), and
<br /> make standardized improvements in the streetscapes.

<br /> 9.0 Transit: In both the Roseville Plan and the New Brighton Plan, it is difficult to
<br /> predict commuter transit, especially reverse commuters, to our industrial areas.
<br /> Since the employment base is projected to increase by 11,000 jobs, but the
<br /> population increase will only be 2,000, the two cities must rely on commuters to
<br /> fill the positions. This should be one of the elements of the Coalition
<br /> Transportation and Transit Plan for year 2003 or earlier. Transit facilities
<br /> appear most needed to reach residents and businesses from County Road C to
<br /> • County Road E between Cleveland Avenue and our western borders.
