Agenda Section:VI I I-3
CITY OF NEW BRIGHTON gg-273
Report Number:
REQUEST FOR COUNCIL CONSIDERATION.
Report: December 14, 1999
ITEM DESCRIPTION: 2000 PAY PLAN ADJUSTMENT FOR NON-UNION PERSONNEL
DEPT.HEAD'S APPROVAL:
MANAGER'S REVIEW/RECOMMENDATION- ,
No comments to supplement this report Comments attached
EXPLANATION/SUMMARY
Each year, the pay plan for the City's non-union personnel is set by council resolution. The City's plan has top pay equal
to the metropolitan mean for comparable positions. The City's pay for 2000 is based on a 3% cost of living increase in
employee wages. For health insurance, it is proposed that the City's maximum contribution be $405.09 per month.
For the majority of positions, the metropolitan mean is obtained from the Stanton survey. This survey is sponsored by the
League of MN Cities and the Association of Metropolitan Municipalities and documents salaries and benefits for cities and
counties in the metropolitan area. For all but 4 job classes, our employees are at or above the Stanton survey mean in the
2000 pay plan. The four positions that are below the Stanton mean are receiving annual increases per our Adminstrative
Code. When a position is not reported in Stanton, the City conducts a market survey.
Attachment A is a proposed schedule of 2000 rates for regular, full-time employees. Attachment B shows the proposed pay
schedule for regular part-time employees. Attachment C provides the proposed pay schedule for the seasonal part-time
.rnPloYees.
The proposed 2000 budget uses this pay plan to determine personnel services budgets for the departments. The proposed
budget allows adequate spending authority to cover these increases.
RECOMMENDED ACTION
WAIVE THE READING AND ADOPT THE RESOLUTION ADJUSTING COMPENSATION RATES FOR NON-
UNION PERSONNEL.
(75u04t-Ck/J2---
Susan Arntz
Assistant to the City Manager
I:\SHARED\COUNCIL\REPORTS11999\2000PAY.WPD
0
