April 24,2012 Page 5 of 11 <br /> Motion by Councilmember Bauman seconded by Councilmember Samuelson to adopt the <br /> Resolution provided approving the subdivision, subject to dedication of drainage and <br /> easements and payment of development appropriate fees for the minor subdivision for <br /> 2553 15th St NW splitting the lot into two 75' wide residential lots. <br /> 5 Ayes,0 Nays-Motion Carried <br /> Council Business Council Business <br /> 1. Accept Flood <br /> 1. Accept Flood Investigation and Storm Water Modeling Report. Report No. 12-096. Investigation and Storm <br /> Water Modeling Report. <br /> Todd Hubmer representing WSB and Associated gave a recap of the July 16,2011 rain event. Photos were Report No.12-096. <br /> shown of various affected areas. Mr.Hubmer reported that the flooding was caused by the storm;actually <br /> two storms,July 15th and the early morning hours of July 16th. The rainfall data was calibrated with other <br /> gauges to simulate what occurred. The intensity gauge indicated over 3"of rain fell in an hour. It was noted <br /> that there was also significant rain on July 10th and July 11th;because of this many of the ponding areas were <br /> not empty;additionally the ground was saturated. <br /> Hubmer explained that the following flood protection alternatives options: <br /> • Provide protection to homes/buildings. <br /> • Provide protection to the 100 year storm level. <br /> • Minimize damage or accommodate the July 166 rain event. <br /> • Evaluate impact on downstream properties. <br /> • Acknowledge other agencies involvement with solutions. <br /> Flood mitigation options were reviewed,along with additional funding resource options;suggesting that the <br /> local initial investment would be between$2,000,000 and$4,000,000. <br /> Mayor Jacobsen questioned if the Rice Creek would be able to handle additional intensity.Hubmer <br /> responded that is one reason they intend to involve other agencies. <br /> Councilmember Bauman questioned where the funding would come from,and what the commitment may <br /> be from other agencies. Mr.Hubmer stated that he has had conversations with Rice Creek Watershed District <br /> and MN DNR <br /> Director Wyffels reported the funding could come from the Enterprise fund,and/or bonding for the projects. <br /> Wyffels stated this would be a long term project. Bauman expressed concern with a possible delay in funding <br /> from other entities;and suggested using caution as the City moves forward. <br /> Hubmer agreed with Councilmember Bauman,and noted there may be opportunities to use other <br /> programming dollars. <br /> Director Wyffels reiterated that this is a study,indicating what future need is necessary,and it is a good <br /> starting point. <br /> Mayor Jacobsen questioned the total project cost. Mr.Hubner replied that the total would likely be between <br /> $6,000,000 and$8,500,000. <br /> Motion by Councilmember Samuelson,seconded by Councilmember Jacobsen to accept the Flood <br /> Investigation and Stormwater Modeling Report. <br /> 5 Ayes,0 Nays-Motion Carried <br />
