RESOLUTION NO. <br />12-038 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A PLANNED RESIDENTIAL <br />AMENDMENT. <br />WHEREAS, an application for an amendment to an existing Planned Residential <br />,elopment has made by Jack Buxell on behalf of Crossroads of New Brighton elderly <br />rtments to allow construction of a 26 stall surface parking lot expansion located at <br />7 Palmer Drive, and <br />WHEREAS, the procedural history of the application is as follows: <br />An application for a Planned Residential Development Amendment was made on <br />March 30, 2012. <br />A public hearing notice on the proposed request was published in the April 4, 2012 <br />edition of the New Brighton Bulletin. <br />A public hearing notice was mailed to all property owners within 600' of the <br />proposed project on April 6, 2012. <br />The Planning Commission, pursuant to these published and mailed notices, held a <br />public hearing on April 17, 2012 and all persons present were given an opportunity to <br />be heard. <br />The Planning Commission recommended the City Council approve the request, <br />subject to conditions. <br />The City Council considered the request on April 24, 2012. <br />WHEREAS, the Planning Commission and City Council make the following Findings <br />pact with respect to the Planned Residential Development Amendment (RD2012-001): <br />The property is located at 2287 Palmer Drive. <br />The property is zoned R — 3B, High Density Residential. <br />The property is guided in the New Brighton Comprehensive Plan for medium density <br />residential. <br />The property previously received Planned Residential Development and Site Plan <br />approval on May 23, 1978 per Resolution No. 2048. <br />The property received approval for an amendment to the Planned Residential <br />Development on August 23, 2005 per Resolution No. 05-070. <br />The proposed amendment would allow for construction of a surface parking lot <br />expansion to the south, creating 26 additional parking stalls. <br />Per the PRD Amendment review criteria of Zoning Code Section 7-110, the PRD <br />standards of Section 7-060 were considered and it was determined none of those <br />standards would be negatively impacted by the proposed parking expansion, as <br />outlined in the Planning Report dated April 13, 2012. <br />
