$. Per the PRD Amendment review criteria of Section 7-110, the Planning Commission <br />j and City Council also considered whether or not the proposal would be in <br />conformance with the stated principals of Zoning Code Section 7-070(2)(A — G). The <br />Planning Commission and City Council found the proposal to meet these criteria <br />based on the following findings: <br />a. The site is currently under parked. <br />b. The parking lot expansion will greatly reduce, and possibly eliminate, on - <br />street parking in unsafe areas of Palmer Drive and Robin Lane. <br />c. The effect of the decreased parking setbacks will be offset by the proposed <br />landscaping efforts to attain a hedge. <br />d. Any potential negative affects of the decreased parking lot setbacks will <br />be outweighed by the reduction/elimination of on -street parking and an <br />enhanced southern building entrance. <br />Now THEREFORE BE IT RESOLVED that based upon the above Findings of Fact, the <br />lication for a Planned Residential Development Amendment (RD2012-001) is hereby <br />roved, subject to the following conditions: <br />The surface parking lot expansion is built in accordance with the submitted plans. <br />The visitor parking and proximity to visitor accessible door issue is addressed by <br />incorporating one of the following improvements: <br />a. Installing a visitor call box on the rear (southerly) access door, or <br />b. Installing a visitor call box on the side (westerly) access door, or <br />c. Signing at least 10 parking stalls in the front rotunda area as "visitor <br />parking only". <br />Review and incorporation of the recommendations related to surface water <br />management made in the Civil Engineering Interoffice Memorandum dated April 9, <br />2012. <br />Submission of the Rice Creek Watershed District permit to the City prior to <br />commencing work. <br />The fire truck access from Thomdale Avenue is repaired (the break away bollards) <br />and maintained (the pavers) as necessary, and snow is kept clear, to ensure <br />appropriate access is available in the event of an emergency. <br />this 24t11 day of April, 2012. <br />iel A.
