RESOLUTION NO. <br />12-046 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />RESOLUTION ORDERING AN UPDATE OF THE CITY'S ALTERNATIVE <br />URBAN AREAWIDE REVIEW ("AUAR") FOR THE NEW BRIGHTON <br />EXCHANGE PROJECT <br />WHEREAS, <br />A. The City wishes to continue redeveloping the area formally known as the <br />Northwest Quadrant Redevelopment Area [New Brighton Exchange]. <br />B. The New Brighton Exchange (NBE) is an area approximately 100 acres in <br />size and is located at the northwest quadrant of Interstate Highways 694 and <br />35W. The site is located in the Southeast Quarter of Section 20 and the <br />Southwest Quarter of Section 21 of Township 30, Range 23, City of New <br />Brighton, Ramsey County, Minnesota. The Site is generally bounded by <br />Interstate 694 to the south, Interstate Highway 35W and First Street NW to <br />the east, the Minnesota Transfer Railway spur line to the west and the <br />Minnesota Transfer Railway spur line and Old Highway 8 to the north. The <br />Redevelopment area is depicted on the attached Exhibit A. <br />C. The City adopted an AUAR for the NWQ [NBE] in 2002 and updated the <br />analysis in 2007, which facilitated land acquisitions, cleanup of contaminated <br />sites, and outlined strategies for redeveloped of the area into town homes, <br />multi -family residential, office, office -showroom, and commercial uses <br />together with parking structures and surface parking lots. The Minnesota Environmental Policy Act, Minnesota Chapter 1161), <br />requires the city, as the responsible governmental unit, update the AUAR at a <br />minimum of once every five years for the AUAR to stay valid. The benefit <br />of updating this analysis is it allows current and future developers the <br />opportunity to build without writing their own Environmental Assessment <br />Worksheet (EAW) or an Environmental Impact Statement (EIS), as long as <br />
