April <br />I2. Consideration to Authorize City Project 12-9, Phase 1 Freedom Park Flood Mitigation <br />Improvements. Report No. 12-097. <br />City Manager Lotter reported that as a result from the July 166 rain event, the Freedom Park/Puce Lake <br />Drive neighborhood approached the City for assistance. City Staff organized two informational meetings <br />with the community affected, as well as discussing at the Neighborhood Meetings in February. <br />Direotor Wyffels gave an overview of the proposed project, reporting that ifthe project is approved, <br />construction could start in August 2012, with completion likely November 2012. <br />Director Wyffels showed photos and a few videos from the July 16'h event to provide the Council an <br />opportunity to see what happened in various areas throughout the city. <br />Director Wyffels explained that there are two options for improvements: <br />• Increase upstream storage (bigger tub). <br />• Increase capacity of conveyance systern (bigger drain). <br />Five possible options were considered, the following option is being recommended <br />Construct Surge Basin in Freedom Park —This option includes construction of a surge basin south <br />and west of the existing ball field. <br />Construct Additional Catch Basins on Pike Lake Drive - This option includes construction of <br />additional catch basins along Pike Lake Drive at Fredeen Court and 12th Street. <br />Hydrologic and Hydraulic Modeling, Soil Testing —This project will require additional professional <br />services. See the explanation below. <br />The total estimated project cost is $272,800. Mayor Jacobsen questioned if there is money in the <br />'budget. Director Wyffels confirmed that there is money in the Capital Improvement Plan, <br />noting some projects will need to be reprioritized. <br />Councilmember Burg questioned ifthe proposed changes to Freedom Park will have any impact on the park, <br />and whether this plan has been reviewed by the PREC commission. Director Wyffels stated that the football <br />field and hack would not be affected Wyffels stated that he has shared the proposed project with the PREC <br />commission. It was explained that this will be a dry pond 99%ofthe time. <br />Councilmember Bauman asked if this will solve the problems experienced this su nner. Director Wyffels <br />stated that in the near term it would provide more assurance. Mr. Hubmer stated that he hesitates to use the <br />tem "solve", but did note research indicates that this would provide protection during significant rain events. <br />Mayor Jaoobsen asked ifthe channel from Pike Lake to Long Lake will be able to accommodate an increased <br />capacity. Director Wyffels reported that the cba mel will be cleaned up in the future, as part ofa larger study. <br />Councilmember Burg stated that Freedom Park was redesigned 10-12 years ago, noting that that drainage is <br />still not adequate, and asked if the Parks Department has the ability to look at and possibly repair the field <br />Director Wyffels said he will talk to the Parks Department and look into mitigating some ofthe drainage <br />problems on the field <br />Motion by Councilmember Burg seconded by Councilmember Bauman to order City Project 12-9, <br />Phase 1 Freedom Park Flood Mitigation Improvements as proposed in the July 2011 Flood <br />Investigation and Stormwater Modeling Report (Flood Report) dated April 17, 2012 prepared by <br />WSB & Associates. Phase 1 Improvements include constructing Options B4 & B5 of the Flood <br />'Report.
