April 24, <br />I3. Consideration ofResoludon to Award Bids for City Project 10-10, Old Highway 8 NW <br />Sidewalk & Trail. Report No. 12-098. Resolution No. 12-037. <br />Director Wyffels reported that City Project 10-10 consists of the construction of 0.65 miles of <br />concrete sidewalk and bituminous trails. Also included in this project are storm sewer <br />improvements to meet Rice Creek Watershed District requirements. The low bidder, Ron <br />Kassa Constructions, Inc. has done work for the City in the recent past, and they have also <br />indicated their asphalt subcontractor to be North Valley Paving who has is qualified and <br />capable of performing work of this kind and magnitude. If awarded, the contract requires <br />project completion by July 4, 2012. <br />Mayor Jacobsen suggested directing pedestrian traffic away from the 35W overpass. Director Wyffels <br />reported that bridge will likely be reconstructed in the next couple of years. <br />Motion by Countalmember Samuelson seconded by Countalmember Jacobsen to accept the bids <br />and adopt the attached resolution awarding a contract for City Project 10-10, Old <br />Highway 8 NW Sidewalk and Trail, to the lowest responsible bidder, Ron Kassa <br />Construction, Inc., in the amount of $168,715.70. <br />' S Ayes, 0 Nays -Motion Carried <br />4. Consideration of an amendment to the Planned Residential Development <br />located at 2287 Palmer Drive, requesting the expansion of the surface parking <br />area by an additional 26 parking stalls. Report No. 12-099. Resolution No.12-038 <br />City Planner Janice Gundlach reported that The applicant is requesting an amendment to a <br />Planned Residential Development (PRD) to allow a surface parking lot expansion of 26 <br />parking stalls. The original PRD was approved in 1978 with 45 surface stalls and 11 garage <br />spaces. In late summer of 2011, following completion of a traffic analysis, numerous <br />improvements were proposed in the area of Palmer Drive, Robin Lane, and 13th Street NW. <br />hicluded in the improvements was the posting of "no parking" signs in the area of Palmer <br />Drive and Robin Lane, directly in front of the Crossroads of New Brighton elderly apartment <br />complex. Unfortunately, residents and visitors of Crossroads depended on on -street parking <br />to meet parking demands. This resulted in the issuance of numerous parking tickets to <br />Crossroads residents and their visitors. The underlying issue is the deficiency of on-site <br />parking at Crossroads. This proposal aims to maximize on-site parking and eliminate the <br />need to use on -street parking by Crossroad's residents and guests. The ownership has <br />acknowledged the parking deficiency existed even before the no parking restrictions were <br />imposed on Palmer Drive and Robin Lane. <br />There are two main issues: <br />1) the possibility of opening up an access point from the expanded parking area to <br />'Thomdale AVE, and <br />2) Installation of a visitor call box at the southerly access door closest to the expanded <br />parking area. <br />The Planning Commission determined it wasn't necessary to open up an access to Thomdale <br />Ave. as it could serve as a "cut-thru" to Palmer Drive and Silver Lake Road and have a <br />negative impact on resident safety.
