This decision is driven by the fact that without of the call box, visitors would 'have to walk around to the front door in order to access the building. Staff recommends approval with the following five conditions: 1. The surface parking lot expansion is built in accordance with the submitted plans. 2. Submission of the Rice Creek Watershed District permit to the City prior to commencing work. 5. The fire truck access from Thordale Avenue is repaired (the break away bollards) and maintained (the pavers) as necessary, and snow is kept clear, to ensure appropriate access is available in the event of an emergency. Councilmember Jacobsen asked if there would be sufficient handicapped accessible parking. Ms. Gundlach noted that one additional handicapped parking space would be required in the front rotunda area. Councilmember Jacobsen suggested installing a second callbox to discourage street parking. Jack Buxell representing Crossroads of New Brighton stated that he is hesitant to add a second callbox; as the original intent was to have one controlled security access point. Concern was expressed with allowing a second access point, as once entry is gained, full access is obtained. Mayor Jacobsen commented that he feels it is important to maintain 'the security system as designed. Ms. Gundlach clarified that the applicant need to chose just one of the three options in the resolution. Motion by Councilmember Jacobsen, seconded by Councilmember Samuelson to adopt the attached Resolution, approving the amended PRD and allowing construction of 26 additional surface parking stalls, subject to five conditions. 5 Ayes, 0 Nays -Motion Carried 5.
