Recreation and Environmental Commission (PREAC) Connectivity Priorities: <br /> The meeting was called to order at 5:30 PM. Director of Park and Recreation Sandy Breuer stated that the Parks, <br /> Recreation and Environment Commission has a recommended list of priority trails connectivity for New Brighton <br /> and it's surrounding cities for the Council to view. Mayor Dave Jacobsen gave a brief statement regarding the <br /> connectivity trails for the New Brighton area. Director of Park and Recreation Breuer asked Council to consider <br /> having the Parks, Recreation and Environment Commission and City Council be involved and look at these <br /> projects when Ramsey County, MNDot and other agencies work on these projects. After much discussion Council <br /> stated that they will discuss and vote on what happens and when the opportunities present themselves, on a case by <br /> case bases, Council would like to be involved and perhaps influence the trail connectivity of these bridges and <br /> roads to New Brighton and its surrounding cities. <br /> Park Encroachment: <br /> Director of Park and Recreation Sandy Breuer gave a power point presentation regarding park encroachment. At <br /> September 13th 2011 Council Meeting, Council passed a motion for PREC to obtain a survey due to the potential <br /> removal of the basketball court at Silver Oaks Park. This survey was to help determine what is City property what <br /> is public property and the survey also helped determined if the basketball court could be moved, but in the end the <br /> basketball court remained. Encroachments in several other parks were highlighted. <br /> Director of Parks and Recreation Breuer gave a brief review of the City's Code on encroachment and what the City <br /> Attorney's response was. The City Attorney stated that the City does not need to do anything to our City <br /> ordinance and if a property is parks then that property is parks land. After consulting with The League of <br /> Minnesota Cities regarding park lands, LMNC stated that public park property cannot be adversely possessed. <br /> Director of Parks and Recreation Breuer gave some examples of the many aspects of encroachments in our City's <br /> parks property and also gave some examples of what other cities were doing to correct their parks encroachments. <br /> Funding and policy for this parks encroachment situation was also discussed. Staff asked that Council give <br /> 1 <br />
