TRAFFIC STUDY <br /> Intersection of 12th Street NW and Highview Drive <br /> INTRODUCTION <br /> This traffic study is in response to a petition from the residents dated August 2, 2011 requesting <br /> the installation of yield or stop signs on the north and south ends legs of Highview Drive at 12 <br /> th <br /> Street NW. The petition cites vehicle speed and visibility limitation at the intersection creating a <br /> safety concern. This traffic study was directed to the Public Safety Commission for their <br /> recommendation by the City Council on September 13, 2011. <br /> Enclosed is a copy of the petition along with a map indicating the households who signed the <br /> petition. <br /> FIELD INSPECTION <br /> 12th Street NW and Highview Drive are both residential, neighborhood streets which intersect at <br /> an uncontrolled intersection. Sight distance is limited in the northwest and southeast quadrants <br /> due to the elevation of the adjacent properties and existing landscaping. <br /> The American Association of State Highway and Transportation Officials (AASHTO) <br /> recommends a minimum sight distance of 70 feet for a street designated as a residential local <br /> street with no traffic control. The northwest and southeast quadrants do not meet this standard. <br /> TRAFFIC COUNTS <br /> Traffic counts taken at the intersection of 12th Street NW and Highview Drive from October 17, <br /> 2011 through October 22, 2011 are as follows: <br /> Location Average 24-hour Count <br /> 12th Street NW: East of Highview Drive 137 <br /> 12th Street NW: West of Highview Drive 110 <br /> 247 —+ 124 ADT(Average Daily Traffic) <br /> Highview Drive: North of 12th Street NW 109 <br /> Highview Drive: South of 12th Street NW 105 <br /> 214 —► 107 ADT (Average Daily Traffic) <br /> These counts are typical of local thru residential streets, and indicate that Highview Drive and <br /> 12th Street NW are carrying very little through traffic. For comparison, 14th Street NW has an <br /> ADT of 3,150 vehicles per day, Palmer Drive has an ADT of 4,400 vehicles per day, and Silver <br /> Lake Road has an ADT of 15,000 vehicles per day. A daily breakdown of traffic counts are <br /> attached to this report. <br /> Page 1 of 3 <br />
