SPEED COUNTS <br /> A speed counter collected data on 12th Street NW west of Highview Drive from March 30, 2012 <br /> through April 2, 2012. The average speed for this area is listed below: <br /> Location Average Speed 85th Percentile <br /> 12th Street NW: West of Highview Drive. 20 mph 25 mph <br /> These speeds are consistent with speeds found in other residential areas. The 85th Percentile is <br /> the speed at which 85 percent of all traffic speeds were equal to or lower than. The 85th <br /> Percentile is used as the design speed for the purpose of this study and in all cases is equal to or <br /> less than the speed limit of 30 mph. The traffic and associated speeds in this neighborhood <br /> would be considered localized. The speed count information sheets are attached to this report. <br /> POLICE REPORT <br /> There have been two reported accidents at this location in the past 10 years. <br /> ANALYSIS <br /> According to the State Manual on Uniform Traffic Control Devices (MUTCD), stop signs are <br /> warranted under the following conditions: <br /> Two-way Stop Signs on Highview approaching 12t Street NW <br /> Stop signs should be used if engineering judgment indicates that one or more of the following <br /> conditions exist: <br /> A. Intersection of a less important road with a main road where application of the normal <br /> right-of-way rule is unduly hazardous; <br /> B. Street entering a thru highway or thru street; <br /> C. Unsignalized intersection in a signalized area; and/or <br /> D. High speeds, restricted view, or crash records that indicate a need for control by the <br /> STOP sign. <br /> None of the above criteria is met for a Stop Sign approaching 12th Street NW. The 85th <br /> percentile speeds are less than 30 mph which is the speed limit for residential New Brighton <br /> neighborhoods. Although sight distance is reduced by the elevation of the adjacent property, <br /> there have only been two reported crashes at this intersection in the past 10 years. Therefore, it <br /> does not meet the requirements for a two-way stop sign. <br /> Unnecessary stop signs are a potential liability and can reduce respect for necessary signs. To be <br /> consistent and uniform throughout the city, to place a stop sign here would mean most other <br /> intersections in the city should also be signed. <br /> Page 2 of 3 <br />
