These counts are typical of local residential streets and indicate that 4th Street NW and 12th <br /> Avenue NW are carrying very little traffic. For comparison, Foss Road has an ADT of 2,200 <br /> vehicles per day and County Road D has an ADT of 15,000 vehicles per day. A daily breakdown <br /> of traffic counts are attached to this report. <br /> SPEED COUNTS <br /> A speed counter collected data on 12th Avenue NW from June 4, 2012 through June 8, 2012. The <br /> average speed for this area is listed below: <br /> Location Average Speed 85th Percentile <br /> 12th Avenue NW: 200' North of Hansen Park Parking Lot 20 mph 26 mph <br /> These speeds are consistent with speeds found in other residential areas. The 85th Percentile is <br /> the speed at which 85 percent of all traffic speeds were equal to or lower than. The 85th <br /> Percentile is used as the design speed for the purpose of this study and in all cases is equal to or <br /> lower than the speed limit of 30 mph. The traffic and associated speeds in this neighborhood <br /> would be considered localized. The speed count information sheets are attached to this report. <br /> POLICE REPORT <br /> There are no reported crashes at this intersection. <br /> ANALYSIS <br /> According to the State Manual on Uniform Traffic Control Devices (MUTCD), stop signs are <br /> warranted under the following conditions: <br /> Stop Sign on 4th Street NW approaching 12th Avenue NW <br /> Stop signs should be used if engineering judgment indicates that one or more of the following <br /> conditions exist: <br /> A. Intersection of a less important road with a main road where application of the normal <br /> right-of-way rule is unduly hazardous; <br /> B. Street entering a thru highway or thru street; <br /> C. Unsignalized intersection in a signalized area; and/or <br /> D. High speeds, restricted view, or crash records that indicate a need for control by the <br /> STOP sign. <br /> None of the above criteria is met for a Stop Sign approaching this intersection. The 85th <br /> percentile speeds are less than 30 mph which is the speed limit for residential New Brighton <br /> neighborhoods. The view is not restricted, and there have been no reported crashes at this <br /> intersection. Neither the traffic volumes nor the intersection configuration make this area unduly <br /> hazardous. <br /> Page 2 of 3 <br />
