She commented if the Council would like to make a change she was open to <br /> suggestions. <br /> Councilmember Samuelson was not convinced the City Code needed to be changed. City Attorney <br /> LeFevere explained the amendment would assist the City with permitting a use that was not currently <br /> allowed,while also providing a framework on how to regulate outdoor events. <br /> Councilmember Bauman was in favor of allowing local businesses more than three licenses per year. She <br /> suggested the administrative fee be reduced to$25. <br /> Councilmember Burg saw the license process as an encumbrance to local businesses. She did not want to see <br /> additional regulation on small business owners. She was in favor of permitting outdoor events. <br /> Mayor Jacobsen recommended the license process remain simple to assure that businesses were not <br /> burdened with the new process. <br /> Councilmember Burg was in favor of discussing this issue further at a work session meeting. City Manager <br /> Lotter indicated this could be brought back to the Council at a future work session meeting. The Council <br /> agreed with this recommendation. <br /> City Attorney LeFevere suggested the Council reconsider the amendment and address the administrative fee <br /> this evening to allow for the code amendment to be approved. This would assist staff greatly with summer <br /> and fall outdoor events. The property was Report No.12-185. <br /> zoned I-2 Heavy Industrial and was recently renovated. The proposed bus terminal would be used for Resolution No. 12-058 <br /> Mounds View School District busses and would operate during the school year or approximately 167 days <br /> per calendar year from 6:00 am to 6:00 pm. The proposed site plan illustrates the use of 63 large busses and <br /> 40 smaller busses.The applicant would utilize the large,open air shed structure for parking all the smaller <br /> busses and most of the big busses. She noted the site would be striped to accommodate 130 surface parking <br /> stalls for employees.And the applicant would use the existing office space located in the northwest corner of <br /> the shed structure. Staff evaluated the proposal against the major zoning issues of parking, <br /> screening/landscaping and lighting. The site would work well for the proposed terminal and would comply <br /> with zoning standards,based on the following points: <br /> • Site circulation would work well and consists of busses entering the site off the westerly access from <br /> 14 Street SW and would leave from the easterly access fiom 14 Street SW <br /> • Parking stalls and access aisles meet minimum size standards. <br /> • Adequate employee parking would be provided. <br /> • The site is well screened and secured by the existing 8'wood privacy fence. <br /> City Planner Gundlach also reviewed the proposal against general zoning standards,along with the Special <br /> Use standards of Zoning Code Section 8-130. These standards relate to the general health,safety and welfare <br /> of the surrounding area,adequate access to roads and utilities,and not having a detrimental impact on the <br /> neighborhood or enjoyment of property. Staff provided a full analysis to the Council in the written Planning <br /> Report. The main concern was with adequate access to roads,specifically the intersection of Old Highway 8 <br /> SW and 14 Street SW,which was the only outlet for this heavy industrial area. City staff has received two <br /> written complaints regarding traffic congestion,and railroad issues on 14 <br /> Street SW. Staff has observed <br />
