ORDINANCE NO. <br />815 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />A CITY CODE AMENDMENT <br />I RELATED TO OUTDOOR EVENT LICENSES <br />THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON ORDAINS that the New <br />Beighton City Code is amended by adding Article 17 to Chapter 15, establishing a license <br />requirement for certain outdoor events, as follows: <br />Article 17. Outdoor Event Licenses <br />Section 15-700. Purpose. <br />The purpose of this Article is to regulate businesses and other organizations that wish to <br />hold a temporary outdoor event. The City recognizes that on occasion there is a public <br />b6neft to allowing these short-term events and certain exceptions from typical Zoning <br />and City Code standards may be necessary. It is recognized that these events are limited <br />and temporary but should be regulated to ensure the public's health, safety and welfare. <br />Section 15-701. Administrative License. <br />person shall use his or her property or assist, countenance or allow the use of his or <br />r property, or of another's property, located within the City of New Brighton for any of <br />the purposes or uses listed in Sections 16-702 or 16-1703 without first having obtained a <br />license from the City Planner. The use shall not, for the duration of the license, <br />substantially impair the parking capacity of the principal use or impair the safe and <br />i(fcient movement of pedestrian and vehicular traffic either on or off the premises or <br />�herwise adversely affect the public health, safety or welfare. In acting on an application <br />r a license, the City Planner shall consider the time of year, the parking layout for the <br />ncipal use, the nature of the proposed use and other pertinent factors. A license <br />anted under this Article allows exceptions to certain provisions of the City's <br />dinances, but only for the duration of the license and to the extent authorized by the <br />ease. License applications shall be reviewed by the City Planner and the Department <br />Public Safety, and conditions may be placed on such license to ensure the public <br />alth, safety and welfare. <br />15-702. Outdoor Events. <br />.its, stands, and other temporary structures for church functions, civic functions, <br />3, carnivals, fundraisers, and similar purposes may be permitted for a period not to <br />three days. The license fee shall be set by City Council resolution. Certificates of <br />,e may be required to assure the public welfare. <br />v2 CLL NEI 36-8 <br />
