SECTION 2 <br /> ELECTED OFFICIAL TRAVEL <br /> 2.1 Purpose <br /> This section establishes policies relating to the use of travel for City elected officials. <br /> The City of New Brighton recognizes that elected officials receive value for travel out of <br /> state for workshops, conferences, events and other assignments. This policy sets forth <br /> guidelines for which out of state travel will be allowed by the City. <br /> 2.2 Guidelines <br /> A. The City Council will approve in advance any out of state travel including <br /> workshops, conferences, or assignments. <br /> B. The Mayor will be allowed to attend up to two national conferences per year. <br /> This does not include any state or national committee assignments or workshops <br /> that require attendance at out of state locations. <br /> C. The City Council will have the ability to attend one national conference/year, <br /> subject to budget availability. This does not include any state or national <br /> committee assignments or workshops that require attendance at out of state <br /> locations. <br /> D. The Council shall consider the following when evaluating other out-of-state <br /> travel: <br /> • Whether the elected official will be receiving training on issues relevant to <br /> the City or to his/her role as mayor or elected official. <br /> • Whether the elected official will be meeting and networking with other <br /> elected officials from around the country to exchange ideas on topics of <br /> relevance to the City or on the official roles of local elected officials. <br /> • Whether the elected official will be viewing a city facility or function that is <br /> similar in nature to one that is currently operating at, or under <br /> consideration by, the City where the purpose for the trip is to study the <br /> facility or function and to bring back ideas for the consideration of the full <br /> council. <br /> • Whether the elected official has been specifically assigned by the City <br /> Council to visit another city for the purpose of establishing a goodwill <br /> relationship such as a "sister-city" program. <br /> • Whether the City has sufficient funding available in the budget to pay the <br /> cost of the trip. <br /> 132 <br />
