August 28, 2012 Page 4 of 6 <br />additional lanes for 35W and I-694. <br />Councilmember Bauman questioned how likely it would be to have an additional 15 feet of bridge width for <br />sidewalks and trail crossings on the four bridges that would be reconstructed in the near future. City Planner <br />Gundlach stated the 15 feet would provide a best case scenario for the City and was not guaranteed. Director <br />of Public Works Wyffels commented the additional language would express to MnDOT the City's intent and <br />need for a crossing at these bridges. He explained that by revising the Comprehensive Plan the City would be <br />in a good position with MnDOT when the bridges were reconstructed. <br />Councilmember Bauman was pleased that the E2 and County Road 96 bridges were slated for reconstruction. <br />Director of Public Works Wyffels reviewed a timeline for these bridges noting County Road 96 would be <br />worked on in 2015 and E2 in 2016. City Planner Gundlach commented at this time, City staffwas unaware if <br />the bridges would be reconstructed or re -decked. Director of Public Works Wyffels explained that staff <br />would work to have these bridges reconstructed. <br />Councilmember Jacobsen thanked staff for initiating these amendments. <br />Councilmember Burg was pleased that the trails were being considered in this plan, as there was a rise in <br />bicycle riding throughout the community. <br />Councilmember Samuelson also thanked staff for the time spent on reviewing the City's needs. <br />Mayor Jacobsen stated the safety of the community was imperative and the trail connections over the City's <br />bridges were necessary. He did not want to see MnDOT or the Met Council choosing a low-cost high impact <br />solution in this area The City needed safe passage across its bridges. <br />Motion by Councilmember Samuelson seconded by Councilmember Burg to adopt a Resolution <br />amending the 2030 New Brighton Comprehensive Plan, including adoption of an updated and revised <br />Surface Water Management Plan. <br />5 Ayes, 0 Nays -Motion Carried <br />3. Consideration of City Project 12-15, New Brighton Exchange Tract 2 Import Soil Project. <br />Report No. 12-210. <br />City Manager Lotter stated the City needs soil to be imported to Block I of the New Brighton Exchange. City <br />staff has found a cost savings method to complete this task and the Council was being asked to consider the <br />item this evening. <br />Director of Public Works Wyffels indicated staff was approached by Shafer Contracting as they have excess <br />material from the 1-694 and Highway 10 project. After a meeting on August 13, 2012, staff has been <br />preparing a contract. Shafter Contracting has 100,000 cubic yards of excess soil and the west side of NBE <br />Tract 2 is approximately 200,000 cubic yards short of material. The imported soil would be geotechnical and <br />environmentally suitable. The cost to import material on the open market would be $8-10 per cubic yard. <br />Shafer Contracting was willing to move the material for a cost of $1.00 per cubic yard and were willing to <br />credit the City $30,000 for the Class 7 material on the New Brighton Exchange site. The environmental <br />testing expense would be split between the two parties, while the geotechnical testing would be the <br />responsibility of the City. In total, the project could cost up to $101,250. Staff recommended the Council <br />enter into a contract with Shafer Contracting to import, place and compact up to 100,000 cubic yards of <br />import material in an amount not to exceed $1.00 per cubic yard of soil material imported into the NBE site. <br />All costs associated with this project would be financed by the respective NBE TIF districts. <br />Councilmember Burg commented Shafer had to get rid of the dirt and questioned how the City would <br />monitor the material. She did not want any poor material brought into the City, as this has happened in the <br />past with this contractor, which led to a lawsuit. She did not find this contractor to be trustworthy. Director of <br />Public Works Wyffels explained that excess material was being trucked to Rosemount at this time. The <br />contractor had other offers on the table and the material was being offered to the City for free, while the City <br />was only paying for the placement and compacting. He noted the contractor has provided staff with soil <br />testing and all looked positive to date. Additional testing would be completed as the project was completed. <br />He indicated 25 cubic yards would be brought into the City per day and additional testing would occur on the <br />3.
