Report Number 12-241 gliMETION Agenda Section VI-6 the city that works for you Council Meeting Date October 9, 2012 REQUEST FOR COUNCIL CONSIDERATION ITEM DESCRIPTION: CONSIDERATION FOR CITY PROJECT 12-17, BACKYARD DRAINAGE IMPROVEMENTS 17th STREET/ 16th TERRACE & MOUNDS AVENUE/RICE CREEK ROAD DEPARTMENT HEAD'S APPROVAL: C-^^'^' CITY MANAGER'S APPROVAL: No comments to supplement this report Comments attached Recommendation: To authorize City Projec 2-17, Backyard Drainage Improvements 17th Street / 16th Terrace&Mounds Avenue/Rice Creek Road and allow staff to solicit quotes for this project. Legislative History: This is in response to the July 16, 2011 rainfall event, where several areas within the City of New Brighton and surrounding communities experienced severe flooding. Financial Impact: This project is estimated to not exceed$10,000. Explanation: Following the July 16, 2011 rainfall event several backyard drainage issues were identified. In total, as a part of the 2012 Surface Water Management Plan (SWMP) seven areas were included for further analysis. This project addresses Items 1 and 2 of Section 4.2.C. of the SWMP. The City contracted with Kemper & Associated to perform a detailed survey of the properties between backyards of 17th Street / 16th Terrace & Mounds Avenue / Rice Creek Road. Based on these surveys, staff has identified several concerns located within the public drainage easement. In most cases, the backyards are not sloped adequately or even have back pitch. Without City involvement in these areas, no one property owner could adequately correct the drainage problems, since many properties surface drain across adjacent properties to access the storm sewer system. It is proposed to install 6-inch perforated drain tile and 12"x12" golf course style catch basins along the rear property lines as shown on the attached plans. We have met with the homeowners abutting this project and they are excited to see progress on fixing these long standing issues. The proposed project schedule is as follows: o City Council Approves Project October 9, 2012 o City Council Awards Project to Low Bidder October 23,2012 o Project Start Date October 29, 2012 o Project Completion Date November 15,2012 Costs and Funding: The total cost of this project will paid for from Fund 421, Capital Storm Sewer Fund.
