Report Number 12-241 <br /> gliMETION Agenda <br /> Section VI-6 <br /> the city that works for you Council Meeting Date October 9, 2012 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION FOR CITY PROJECT 12-17, BACKYARD <br /> DRAINAGE IMPROVEMENTS 17th STREET/ 16th TERRACE & MOUNDS AVENUE/RICE <br /> CREEK ROAD <br /> DEPARTMENT HEAD'S APPROVAL: C-^^'^' <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: To authorize City Projec 2-17, Backyard Drainage Improvements 17th Street / 16th <br /> Terrace&Mounds Avenue/Rice Creek Road and allow staff to solicit quotes for this project. <br /> Legislative History: This is in response to the July 16, 2011 rainfall event, where several areas within <br /> the City of New Brighton and surrounding communities experienced severe flooding. <br /> Financial Impact: This project is estimated to not exceed$10,000. <br /> Explanation: Following the July 16, 2011 rainfall event several backyard drainage issues were <br /> identified. In total, as a part of the 2012 Surface Water Management Plan (SWMP) seven areas were <br /> included for further analysis. This project addresses Items 1 and 2 of Section 4.2.C. of the SWMP. <br /> The City contracted with Kemper & Associated to perform a detailed survey of the properties between <br /> backyards of 17th Street / 16th Terrace & Mounds Avenue / Rice Creek Road. Based on these surveys, <br /> staff has identified several concerns located within the public drainage easement. In most cases, the <br /> backyards are not sloped adequately or even have back pitch. Without City involvement in these areas, <br /> no one property owner could adequately correct the drainage problems, since many properties surface <br /> drain across adjacent properties to access the storm sewer system. <br /> It is proposed to install 6-inch perforated drain tile and 12"x12" golf course style catch basins along the <br /> rear property lines as shown on the attached plans. We have met with the homeowners abutting this <br /> project and they are excited to see progress on fixing these long standing issues. <br /> The proposed project schedule is as follows: <br /> o City Council Approves Project October 9, 2012 <br /> o City Council Awards Project to Low Bidder October 23,2012 <br /> o Project Start Date October 29, 2012 <br /> o Project Completion Date November 15,2012 <br /> Costs and Funding: The total cost of this project will paid for from Fund 421, Capital Storm Sewer <br /> Fund.
