liblRIT. <br /> IV Report Number 12-088 <br /> $RIGN Agenda Section VI-3 <br /> the city that works for you Council Meeting Date April 24, 2012 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: ACCEPT DRAFT SURFACE WATER MANAGEMENT PLAN. <br /> DEPARTMENT HEAD'S APPROVAL: GM <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this repo Comments attached <br /> Recommendation: To accept for final • w the draft Surface Water Management Plan (SWMP) <br /> prepared by WSB &Associates. <br /> Legislative History: On August 23, 2011, City Council authorized staff to enter into a contract with <br /> WSB & Associates for engineering services for the preparation of our Surface Water Management Plan <br /> (SWMP)and a July 2011 Flood Report. <br /> Financial Impact: Section 6-Implementation Program of the SWMP identifies potential costs over the <br /> next 10-years for Capital Improvements, Stormwater Programs, and Studies. <br /> Explanation: The City Council is asked to give a final review of an update of the SWMP. Rice Creek <br /> Watershed District (RCWD) is the jurisdictional District for the entire City of New Brighton and <br /> completed a District plan update in January of 2010. This is typically done every 10 years. The City is <br /> required to complete an update to its local SWMP within two years following the District plan update. <br /> On April 12, 2012, a draft Surface Water Management Plan was submitted to the RCWD and <br /> Metropolitan Council for initial review. Metropolitan Council has 45 days and RCWD has 60 days to <br /> complete their review. Once they have completed their review, should there be any comments, City Staff <br /> will bring the comments and proposed changes before City Council. Once these changes have been made, <br /> the Final Plan will go before the RCWD Board for approval. Following RCWD Board approval, the City <br /> Council will have the opportunity to approve and formally adopt a final version of the Surface Water <br /> Management Plan. <br /> Finally, in November of 2010 the Metropolitan Council updated their regional transportation policy plan. <br /> The updated plan minimally impacts New Brighton, but per state statute cities must update their <br /> transportation policies to ensure compliance with the regional plan. These updates are to the <br /> Transportation chapter of the Comprehensive Plan. City staff has been working on these updates, which <br /> will have to be reviewed by the Planning Commission and City Council prior to submission to the <br /> Metropolitan Council. Because the SWMP is a part of the Comprehensive Plan (through an appendix), <br /> City staff thought it would be appropriate and efficient to run these approval processes through the <br /> Planning Commission and City Council together. It is our intent to conclude the Transportation& Surface <br /> Water Management Plan updates in July when they will be presented to the Planning Commission and <br /> City Council for final approval. <br /> In the eanwhile, if the Council desires, we can review the draft SWMP document in greater detail at an <br /> upco ng orks�ssion. <br /> Grant M.
