The City of New Brighton is updating their previous plan(dated May 2000)to be in conformance with the Rice Creek Watershed Management Plan (dated January 2010). State Statute 103B.235 requires the City to be in conformance with the watershed plan having jurisdiction over the City. State Statute 103B.235 also requires the updated Surface Water Management Plan to be reviewed by the Rice Creek Watershed District and the Metropolitan Council. The Surface Water Management Plan is used by the Public Works and Community Development Departments to identify and resolve potential flooding areas, to protect wetland areas, to identify water quality improvements which will enhance the water quality of our lakes and streams, and to minimize and address water resource problem areas throughout the City. Plan Review and Approval Process On April 12, 2012 the Updated Draft Surface Water Management Plan was submitted to the Rice Creek Watershed District and Metropolitan Council for initial review. Metropolitan Council has 45 days and Rice Creek Watershed District has 60 days to complete their review. Once they have completed their review, should there be any comments, City Staff will bring the comments and proposed changes before City Council. Once these changes have been made, the Final Plan will go before the Rice Creek Watershed District Board for approval. Following Rice Creek Watershed District Board approval, the City Council will have the opportunity to approve and formally adopt the Updated Surface Water Management Plan. Summary of Major Proposed Plan Changes A "red-lined" version of the existing plan is available from the Engineering Department that contains all of the proposed changes (from the May 2000 Plan to the current draft Plan). The following is a summary of the significant changes to the plan: • Updated list referencing regulatory agencies and applicable requirements (Section 3).
