State Statute 103B.235 <br /> requires the City to be in conformance with the watershed plan having jurisdiction over the City. <br /> State Statute 103B.235 also requires the updated Surface Water Management Plan to be reviewed <br /> by the Rice Creek Watershed District and the Metropolitan Council. <br /> The Surface Water Management Plan is used by the Public Works and Community Development <br /> Departments to identify and resolve potential flooding areas, to protect wetland areas, to identify <br /> water quality improvements which will enhance the water quality of our lakes and streams, and to <br /> minimize and address water resource problem areas throughout the City. <br /> Plan Review and Approval Process <br /> On April 12, 2012 the Updated Draft Surface Water Management Plan was submitted to the Rice <br /> Creek Watershed District and Metropolitan Council for initial review. Metropolitan Council has <br /> 45 days and Rice Creek Watershed District has 60 days to complete their review. Once they have <br /> completed their review, should there be any comments, City Staff will bring the comments and <br /> proposed changes before City Council. Once these changes have been made, the Final Plan will <br /> go before the Rice Creek Watershed District Board for approval. Following Rice Creek <br /> Watershed District Board approval, the City Council will have the opportunity to approve and <br /> formally adopt the Updated Surface Water Management Plan. <br /> Summary of Major Proposed Plan Changes <br /> A "red-lined" version of the existing plan is available from the Engineering Department that <br /> contains all of the proposed changes (from the May 2000 Plan to the current draft Plan).
