Johnson, Assistant to the City Manager' <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report(% Comments attached <br /> Recommendation: <br /> City Council approval of a resolution ad g the proposed 2012-2014 Master Labor Agreement <br /> between Law Enforcement Labor Services Local (L.E.L.S) No. 263 (Sergeants) and the City of <br /> New Brighton. <br /> Legislative History: <br /> City staff and L.E.L.S. Local No. 263 have been in contract negotiations for the past five months. <br /> On April 12th, both parties reached a tentative collective bargaining agreement. The following is <br /> an overview of the City's proposed agreement between Law Enforcement Labor Services Local <br /> (L.E.L.S) No. 263 (Sergeants) and the City of New Brighton. <br /> Financial Impact: <br /> The effective date of the proposed contract is January 1, 2012. The proposed contract includes <br /> the following changes: <br /> ➢ 2% COLA adjustments and steps for L.E.L.S. Local#263 in 2012 <br /> ➢ 2% COLA adjustments and steps for L.E.L.S. Local#263 in 2013 <br /> ➢ 2% COLA adjustments and steps for L.E.L.S. Local#263 in 2014 <br /> Contract Duration <br /> This is a three-year contract that will conclude on December 31, 2014. <br /> Wages and Insurance <br /> The contract provides for a 2% cost of living adjustment(COLA) in the 2012, 2013, and 2014 <br /> calendar years. The 2012 projected personnel cost for the sergeants is $356,780 (this figure <br /> includes salaries, steps and longevity/education incentive pay) for the City's four sergeants. This <br /> equates to a reduction of$4,868.00 from the 2011 personnel costs. The reduction is due to the <br /> promotion of a police officer to the position of sergeant effective January 1, 2012. The new <br /> sergeant is currently working through the salary steps outlined in the collective bargaining <br /> agreement. <br /> The 2013 projected personnel cost is $368,385 (this figure includes salaries, steps, and longevity- <br /> education incentive pay) for the City's four sergeants.
