The 2014 projected personnel cost is $380,311 (this figure includes salaries, steps, and longevity- <br /> education incentive pay) for the City's four sergeants. This equates to an increase of$11,926 <br /> from the 2013 personnel costs. <br /> The health insurance contribution in 2012 will remain the same for all non-union and union <br /> employees. In 2012, the employer will contribute $620.00 per month for single health insurance, <br /> $740.00 per month for single+1 health insurance and $860.00 per month for family health <br /> insurance coverage. Those employees that opt-out of the City's health insurance coverage will <br /> receive $325.00 per month that maybe applied to other benefits offered in the cafeteria plan or <br /> received as additional compensation. The contract also provides for a re-opener to discuss health <br /> insurance benefits in the 2013 and 2014 calendar years. <br /> The contract also provides for a re-opener to discuss health insurance benefits and contributions <br /> in 2013 and 2014. <br /> Other Proposed Contract Language Changes <br /> 1. In Article 17.4 of the collective bargaining agreements between the City of New <br /> Brighton and L.E.L.S. Local No. 263 there is currently contract language that requires <br /> the City to offer a zero co-pay, 100%hospitalization insurance plan on an annual basis. <br /> Over time, the cost for a zero co-pay-100%hospitalization plan has continued to rise. <br /> In order to allow the City more flexibility in constructing and making future changes to <br /> the City's employee offered health insurance plans, the City Manager believed that it <br /> was in the City's best interest to negotiate the removal of the health insurance plan <br /> specific language in the sergeant contract. <br /> During negotiations, the two parties agreed to remove the health insurance plan specific <br /> language by adding language to the contract that states that the City of New Brighton <br /> will longer be offering a zero co-pay/100%hospitalization plan beginning on January 1, <br /> 2013. <br /> 2. In Article 18 of the collective bargaining agreement, the two parties agreed to add <br /> language to the contract that allows employees to use money from their clothing <br /> allowance to purchase a gun safe (maximum City reimbursement of$250.00). <br /> For Council review, the proposed changes to the 2012-2014 collective bargaining agreement <br /> between the L.E.L.S. Local #263 and the City of New Brighton are identified in red in the <br /> attached contract. <br /> Dean R.
