RESOLUTION NO. <br /> 12- <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION ADOPTING THE UPDATED ALTERNATIVE URBAN <br /> AREAWIDE REVIEW ("AUAR") FOR THE NEW BRIGHTON EXCHANGE <br /> PROJECT <br /> WHEREAS, <br /> A. The City desires to continue redeveloping the area formally known as the <br /> Northwest Quadrant and now referred to as New Brighton Exchange. <br /> B. The New Brighton Exchange (NBE) is an area approximately 100 acres in <br /> size and is located at the northwest quadrant of Interstate Highways 694 and <br /> 35W. The site is located in the Southeast Quarter of Section 20 and the <br /> Southwest Quarter of Section 21 of Township 30, Range 23, City of New <br /> Brighton, Ramsey County, Minnesota. The Site is generally bounded by <br /> Interstate 694 to the south, Interstate Highway 35W and First Street NW to <br /> the east,the Minnesota Transfer Railway spur line to the west and the <br /> Minnesota Transfer Railway spur line and Old Highway 8 to the north. The <br /> Redevelopment area is depicted on the attached Exhibit A. <br /> C. The City adopted an AUAR for the NBE in 2002 and updated the analysis in <br /> 2007, which facilitated land acquisitions, cleanup of contaminated sites, and <br /> outlined strategies for redeveloped of the area into town homes, multi-family <br /> residential, office, office-showroom, and commercial uses together with <br /> parking structures and surface parking lots. <br /> D. The Minnesota Environmental Policy Act, Minnesota Chapter 116D, <br /> requires the city, as the responsible governmental unit, update the AUAR at <br /> a minimum of once every five years for the AUAR to stay valid. The benefit <br /> of updating this analysis is it allows current and future developers the <br /> opportunity to build without writing their own Environmental Assessment <br /> Worksheet(EAW) or an Environmental Impact Statement(EIS), as long as <br /> their proposed development scenario(s) is/are consistent with the <br /> development scenarios outlined in the updated AUAR. <br /> E. The updated AUAR has shown the transformation of the site during the past <br /> five years. It has also assessed the potential environmental impacts from <br />
