Resolution No. 12-078. Rehabilitation.o. 12- 43Report <br /> p No. 12-243. <br /> Resolution No. 12-078 <br /> Director of Public Works Grant Wyffels requested that the Council hold a public hearing this <br /> evening for the 2011 Street Rehabilitation project. He noted the project was 99% complete at <br /> this time. He explained Civil Engineer II Craig Schlichting would be giving a detailed <br /> presentation on the proposed special assessments for the project. <br /> Civil Engineer II Craig Schlichting discussed the presentation further noting that the project <br /> included 1.08 miles of roadway along 5th Street NW, 8th Street NW, 9th Avenue NW, 1 1th <br /> Avenue NW and 12th Avenue NW. He noted taht there were 81.5 properties being assessed for <br /> this project noting that each single family home would be assessed $1,324.27. He commented <br /> that fire hydrant and watermain replacements were also made in conjunction with this project. <br /> The total project costs for the 2011 Street Rehabilitation project was $1,573,308. He <br /> commented a portion of this expense was eligible for MSA funds. Staff recommended the <br /> Council approve the assessment resolution. <br /> Motion by Councilmember Bauman, seconded by Councilmember Burg to open the <br /> Public Hearing. <br /> 5 Ayes,0 Nays-Motion Carried <br /> The Public Hearing was opened at 6:53 p.m. <br /> Suraya Figueiredo, 910 9th Avenue, questioned the difference between the amounts being <br /> assessed versus the estimate. Civil Engineer II Craig Schlichting explained that the engineer's <br /> estimate was a preliminary account of the expenses and the final assessment was based on <br /> actual costs. He commented that in this case, the actual costs came in lower than the estimate, <br /> which reduced the overall assessment to the homeowners. <br /> Suraya Figueiredo asked how the special assessment would be charged by the City if not paid <br /> in full up front. Director of Public Works Wyffels explained this process in detail noting the <br /> assessment would be sent to Ramsey County for certification. <br /> Suraya Figueiredo requested staff address the turf surrounding the fire hydrant in her yard. <br /> Mayor Jacobsen asked for additional comments from the audience, there were none. <br /> Motion by Councilmember Jacobsen, seconded by Councilmember Burg to close the <br /> Public Hearing. <br /> 5 Ayes,0 Nays-Motion Carried <br /> The Public Hearing was closed at 6:58 p.m. <br />
