Pooling Recommendations <br /> • Pre-1990 TIF Districts: These districts were created prior to the pooling limitations we have today. Thus, these districts can <br /> pool to other TIF districts without restriction. <br /> ✓ It is the City's plan to use all available pooling dollars to assist with the bond payments for the Northwest Quadrant TIF <br /> Districts 31 & 32. <br /> • Special Legislation: TIF Districts 9, 20, & 26 have special legislation which allows these districts to pool with the Northwest <br /> Quadrant TIF districts without restriction, similar to the Pre-1990 TIF districts. <br /> • Post-1990 TIF Districts: These districts have their certification request dates after May 1, 1990 making them subject to <br /> Minnesota Statute 469.1763 Subd. 2. This statute states that not more than 25% of the total revenues derived from tax <br /> increments may be expended outside the district. For housing districts, expenditures for other housing projects are considered <br /> to be an activity in the district.
