Pooling Recommendations • Pre-1990 TIF Districts: These districts were created prior to the pooling limitations we have today. Thus, these districts can pool to other TIF districts without restriction. ✓ It is the City's plan to use all available pooling dollars to assist with the bond payments for the Northwest Quadrant TIF Districts 31 & 32. • Special Legislation: TIF Districts 9, 20, & 26 have special legislation which allows these districts to pool with the Northwest Quadrant TIF districts without restriction, similar to the Pre-1990 TIF districts. • Post-1990 TIF Districts: These districts have their certification request dates after May 1, 1990 making them subject to Minnesota Statute 469.1763 Subd. 2. This statute states that not more than 25% of the total revenues derived from tax increments may be expended outside the district. For housing districts, expenditures for other housing projects are considered to be an activity in the district. We recommend all pooling dollars be transferred to the Northwest Quadrant TIF Districts and to pay off any shortfalls for TIF#33.
