HERE IS A BRIEF OVERVIEW OF THE STRUCTURE OF A <br /> COUNCIL MEETING AND THE EXPECTED CONDUCT OF THE PARTICPANTS. <br /> GOVERNMENT STRUCTURE- <br /> The City of New Brighton is a Statutory City. As a statutory city, we follow Minnesota Statues, <br /> particularly Chapter 412. <br /> As with most cities,New Brighton operates under a Plan B government. This means that the <br /> Mayor's powers are the same as those of the other members of the Council,with the exception <br /> that the Mayor serves as presiding officer and executes official documents. <br /> Our City Council consists of the Mayor and four Council members. Each are non-partisan, <br /> "elected at large"; and represent the City as a whole. The Mayor serves a two year term and the <br /> Council serves four-year staggered terms. Elections are held during odd years in November. <br /> The Mayor and City Council appoint the City Manager who carries out policy and administers <br /> city programs. <br /> CITY COUNCIL MEETING- <br /> Regular meetings of the City Council are held on the second and fourth Tuesday of each month, <br /> beginning at 6:30 p.m. at the New Brighton City Hall. Special meetings or work sessions are <br /> held prior to regular City Council meetings. All meetings of the City Council are open to the <br /> public, with the exception of Executive Sessions, which are closed for legal purposes. Regular <br /> City Council meetings are broadcasted on CTV Channel 16. <br /> PERSONS TO BE HEARD- <br /> The regular Council meeting starts with a scheduled time where members of the audience who <br /> wish to speak to the City Council are asked to approach the podium. During the public comment <br /> forum, audience members who wish to address the City Council are asked to announce their and <br /> name and address for the public record. The public comment section of the meeting is not <br /> televised. Members of the public may address the City Council on items that are not scheduled <br /> to be addressed on the City Council agenda for that meeting. The public comment portion of the <br /> Council meeting is not meant to be a time where audience members ask a series of detailed <br /> questions of the City Council or City staff and expect to receive an answer from the City on the <br /> spot at that particular meeting. If an audience member wishes to receive a response from the <br /> City regarding a detailed question(s)or concern,members of the public may request a follow-up <br /> meeting with members of the City Council or City staff via phone, e-mail, or face-to-face, <br />
