• <br /> term employees of the City and there are additional administrative costs <br /> associated with starting and managing a Health Savings Account for City staff <br /> members. <br /> 6. The City of New Brighton could also experience problems with managing or <br /> controlling future health insurance expenditures if part-time employees are <br /> allowed to participate in the City's health insurance plan. As noted before, <br /> seasonal employees typically do not stay employed with the City for an extended <br /> period of time. If the City would offer health insurance coverage to part-time <br /> employees it would also be required to provide COBRA coverage to these <br /> employees if they leave employment with the City. This in-turn would increase <br /> the amount of time and financial resources City staff would have to spend in <br /> managing the City's health insurance program. It is true that the City's employee <br /> insurance pool could possibly benefit by having more participants in the City's <br /> health insurance plan, but it also could negatively impact the City's insurance <br /> premiums rates and increase the City's future health insurance liability and rates <br /> through NJPA and Health Partners. <br /> 5 <br />
