Providing health insurance coverage to the City's full-time staff members, <br /> councilmembers(if elected), and former employees that are considered disabled <br /> under PERA is very costly for the City. The City spends roughly$761,000 per <br /> year in health insurance expenditures. By potentially adding permanent part-time, <br /> part-time, and/or volunteer firefighters to the City's health insurance pool,the <br /> City's projected expenditures would increase greatly in the future years. <br /> 2. The City of New Brighton contacted a number of metro area cities to see if they <br /> provide health insurance coverage to permanent part-time,part time, and paid on <br /> call fire fighters. The City of New Brighton received responses from sixteen <br /> different metro area cities. Seven of the cities that responded to the survey stated <br /> that they provide health insurance benefits to permanent part-time employees on a <br /> pro-rated basis. Please see attachment A for more information. <br /> 3. The League of Minnesota Cities conducts an annual salary and benefit survey for <br /> municipalities. In 2011, sixty-nine metro area communities participated in the <br /> benefit study pertaining to compensation and health insurance benefits for elected <br /> officials. Sixty-nine cities participated in the annual study. Eight cities reported <br /> that they offer health insurance benefits to elected officials. Please see attachment <br /> B for more information. <br /> 4. The City of New Brighton currently receives its health insurance coverage <br /> through the National Joint Powers Association(NJPA Service Cooperative) and <br /> Health Partners. Through our agreement with NJPA and Health Partners the City <br /> of New Brighton is required to cover at least 50%of the employee's monthly <br /> health insurance premium expenditures. If the City of New Brighton were to <br /> allow part-time employees (councilmembers, firefighters, permanent part-time, <br /> and part-time staff)to participate in the City's health insurance program, it would <br /> be very expensive for the City to be in compliance with the 50%contribution <br /> requirement and provide a City contribution for those part-time employees that <br /> would elect to participate in one of City's HDHP/Health Savings Account plan <br /> options. <br /> 5. The City of New Brighton considers participation in the HDHP/Health Savings <br /> Account by our full-time employees as an investment in their future. City of New <br /> Brighton full-time employees are able to set aside or invest additional dollars into <br /> their Health Savings Account for future medical related expenses and retirement <br /> insurance costs.
