city <br /> of <br /> BRIGH�hO\ <br /> CommunityDepartment Development <br /> the city that works for you MEMORANDUM <br /> DATE: September 26, 2012 <br /> TO: Grant Fernelius, Community Development Director <br /> Janice Gundlach, City Planner <br /> FROM: Joseph Hatch, Code Enforcement Officer <br /> SUBJECT: Recap of Meeting with Ramsey County Regarding New Brighton Recycling <br /> Work Plan <br /> Background <br /> New Brighton receives approximately $45,000.00 per year in SCORE funding for the recycling <br /> program each year from Ramsey County. In order to increase recycling amounts in Ramsey <br /> County,the county has instituted a performance measurement strategy for each city in the <br /> county. The measurements give a score on the overall recycling program and specifically for <br /> administration, collection& operation, and the education/outreach portions of each program. <br /> Ramsey County has also included a"work plan" specific to each community to push for best <br /> practices and improvements for each cities program. <br /> The performance measurements, scorecard, and work plan were presented to city staff by the <br /> county at a meeting on July 30, 2012. After reviewing the work plan, city staff felt concern <br /> about a significant expansion of services and how this would affect the amount of resources,time <br /> and money, which would be required to fulfill the work plan. Staff met with Ramsey County on <br /> September 26, 2012 to clarify the expectations in the work plan and feels many of the <br /> expectations can be met without significantly increasing resources for New Brighton's recycling <br /> program. Ramsey County will meet internally and re-draft the work plan to clarify some of the <br /> wording of the previous language in the plan. When this has been completed they will forward it <br /> to city staff with the hopes that staff and the city manager will agree with and sign the work plan. <br /> Analysis <br /> The work plan includes three areas that contain goals or task which they want New Brighton to <br /> agree on implementing. These three areas are; Administration, Collection& Operations, and <br /> Education/Outreach. Many of these tasks are already completed by city staff and the rest can be <br /> completed with an increase in the amount of time devoted to these recycling goals,by passing a <br /> resolution, and adding to existing city agreements.
