Administration <br /> • Pursue grant money from Ramsey County to improve recycling program. <br /> • Pass resolution authorizing city staff to pursue environmentally preferred purchasing <br /> when feasible. This type of purchasing would only be required if expenses were not <br /> increased for the city. <br /> Collection & Operation <br /> • Ask recycling contractor to provide lists of residents not participating in recycling <br /> program. Work on strategy to target and encourage these residents to participate. <br /> • If church's or small business's contact city for help recycling, city staff to try and help <br /> facilitate service. Work with contractor to provide service and the contractor would bill <br /> the business or church directly. <br /> • City staff surveys all multi-family buildings to verify recycling service and look for <br /> improvements to any recycling services offered <br /> • Create flyer promoting composting and offer it to residents. Continue to promote the <br /> Roseville, and other,rain barrel and compost bin sales. <br /> • Include note in receipt or other document that a park facilities renters would be <br /> encouraged to use the recycling bins available at parks facilities. <br /> • Work with the county to place a recycling container adjacent to all garbage containers <br /> located in New Brighton parks. <br /> • Work with clean up day contractor to ensure mattresses and carpet is recycled at clean up <br /> events. <br /> Education/Outreach <br /> • Make available flyers, and other recycling information, in multiple languages <br /> • Work on improving recycling and city website. Grant money could be used for this. <br /> Consequences <br /> The work plan and SCORE grant application are both due on December 1, 2012. If the work <br /> plan is not signed by the City Manager and city Recycling Coordinator then county staff have <br /> informed us that SCORE grant funding will be withheld. As mentioned above, SCORE grant <br /> money is around $45,000.00 annually and represents approximately 20% of the recycling budget. <br /> If New Brighton decided not to sign the work plan, in order to continue providing the same <br /> recycling services, the city recycling fee would have to be increased to supplement the lost <br /> SCORE funding. <br /> Recommendation <br /> Staff recommends that the city manager and staff be authorized to sign the work plan agreement <br /> with the understanding the tasks required do not change from the tasks outlined at the September <br /> 26, 2012 meeting. <br /> H:\Recycling info\Recycing Changes and Improvements\Workplan Memo.doc <br />
