Manager Lotter <br /> explained that some of the proposed questions have national responses for comparison purposes. The <br /> councilmember's agreed that the sample survey received from Blaine was adequate for New Brighton' with a <br /> few minor changes. <br /> Discussion of APi Group proposal for New Brighton Exchange <br /> Director Fernelius reported that there a few policy issues to acknowledge with APi's proposed expansion <br /> including the change in use. The parcel that APi is interested in was planned for high density residential use. <br /> Director Fernelius explained that changes will be required to the New Brighton Exchange zoning code. <br /> Additionally Fernelius noted that APi has expressed an interest in constructing the larger building first on the <br /> south end of the site, with an option for the second building. Councilmember Bauman stated that she was <br /> comfortable with granting APi an option, stating she feels it likely they will expand. Councilmember Jacobsen <br /> expressed concern with possibly of having half of a lot remain undeveloped. The council agreed that APi is a <br /> good risk. Mayor Jacobsen expressed concern with the fact that APi did not build the second building at their <br /> current site. Manager Lotter clarified that APi is expanding their business, in addition to being very good to <br /> work with. Mark Ruff commented that he sees this as a positive partnership. <br /> Shane Shipman reported that APi operates about 40 businesses, of which 50% are in the life safety division, the <br /> other 50% are industrial. Most recently APi has been acquiring gas and oil companions. <br />
