NIA city of <br /> 44INEW <br /> H ON <br /> the city that works for you <br /> Council Worksession <br /> November 13, 2012 <br /> Present: Mayor Dave Jacobsen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br /> Councilmember Char Samuelson <br /> Councilmember Gina Bauman <br /> Absent: None <br /> Staff in Attendance: City Manager Dean Lotter <br /> Assistant to the City Manager Schawn Johnson <br /> Director of Parks &Recreation Sandy Breuer <br /> Parks Superintendent Chris Wolla <br /> The meeting was called to order at 5:00 pm <br /> City Manager Lotter reminded the Council that the second meetin_ s ber will be on Monday November <br /> 26t , due to the fact that two of the council members will be attending g ational League of Cities Conference. <br /> Snowplowing/Mowing Contracting for Parks and Recreation <br /> Director Breuer stated that two quotes were received for mowing and snow removal. Current staffing consists of <br /> three full-time park maintenance employees, two of who are assigned to ice rinks until noon daily. This can be <br /> problematic in the event of vacation and sick leave. <br /> Village Green submitted the lower quote of$60,110. Total cost for a full-time employee is about$69,000. <br /> Mayor Jacobsen asked Director Breuer if she knew anything about the competence of the Contractor. <br /> Director Breuer stated that other cities have responded favorably, noting there are variables, including the <br /> Neighborhood Centers have specific needs,because of rentals. Director Breuer noted that the Contractor has <br /> indicated their estimate is for one year, and future adjustments may be needed. <br /> Councilmember Bauman asked if the contract be on an as-needed basis. Director Breuer stated that could be <br /> detrimental, as we would be placed last on the list of priorities. Mayor Jacobsen suggested using this first year <br /> as a test period to determine needs. <br /> Councilmember Burg commented that the budget would likely decrease slightly; Manager Lotter agreed. <br /> Director Breuer stated the adjustment would be about $4,000. Council expressed their gratitude to Director <br /> Breuer and Superintendent Wolla. <br /> Community Survey Discussion <br /> City Manger Lotter requested direction from the council regarding the Community Survey. Councilmember <br /> Burg questioned the timing of the process. Assistant to the City Manager Johnson reported the example <br /> timetable given was sixteen weeks. Councilmember Samuelson asked if the desire was to order the survey in <br /> 2012, as part of the 2012 budget. Manager Lotter explained that the money can be moved between the calendar <br /> years and council should focus on their desired outcome of the survey. Councilmember Burg suggested having <br /> 1 <br />
