the survey results available for the 2013 Town Hall Meeting in April. Councilmember Bauman recommended <br /> that the council have a role in creating the questions. <br /> It was suggested to continue discussing the survey at the next Council worksession, noting additional discussion <br /> could occur at the December 4th meeting if necessary. <br /> Other Items <br /> Councilmember Bauman suggested displaying signs throughout the community announcing the Truth in <br /> Taxation Hearing. The other councilmembers agreed that would be beneficial. <br /> The council suggested reviewing the Employee Handbook. Manager Lotter explained that previously all HR <br /> policies were codified. It was determined that those policies weren't being reviewed on a regular basis, and the <br /> policies were moved to a comprehensive handbook. Assistant to the City Manager Schawn Johnson reported <br /> recent updates were prompted from Federal and State regulation changes. Manager Lotter stated that an IT <br /> Policy would be forth coming. <br /> Councilmember Bauman questioned the staff communication with council; asking if councilmembers are <br /> responsible for communicating with Manager Lotter as well as staff members. Manager Lotter clarified that it <br /> is up to the staff member to keep him informed of any communication with the council. Assistant to the City <br /> Manger Johnson clarified the 3/4 time employee at the request of Councilmember Bauman. <br /> Councilmember Bauman asked Manager Lotter the justification for 14 employees having take home vehicles. <br /> Manager Lotter stated that those employees are on call 24/7 for a variety of reasons. <br /> Councilmember Burg questioned funeral leave, suggesting immediate family be defined more clearly, as well as <br /> setting guidelines for the donation of sick leave. Manager Lotter explained that all donated sick leave is <br /> reviewed by the Department Director as well as the City. ager. <br /> The worksession adjourned at 6:31 • . <br /> 2 <br />
