Public Safety Commission <br /> October 29, 2012 <br /> Attending: Commissioner Allen, Commissioner Benke, Commissioner Bredenbeck, <br /> Commissioner Donohue, Commissioner Hollimon, Commissioner Kocon, <br /> Commissioner Kroll, Commissioner Schumann, Commissioner Woods, <br /> Council Member Samuelson, Director Jacobson and Mr. Dave Matteson <br /> (Allina Health) <br /> Absent: Commissioner Lamp <br /> Call to Order/Roll Call <br /> Commissioner Allen called the October meeting to order at 6:30 pm and roll call was taken. <br /> September Meeting Minutes <br /> The September meeting minutes were reviewed. Commissioner Kroll made a motion to approve <br /> the September meeting minutes; Commissioner Benke seconded. Motion carried. <br /> Public Hearing/Presentations <br /> A. Human Rights/Bias Crime Response Guidelines <br /> Director Jacobson reviewed the background of bias crimes as it relates to State Statute and New <br /> Brighton City Code. He reviewed the definitions of a bias crime as well as the peace officer <br /> requirements. The FBI/BCA required Bias/Hate Crime Report form was reviewed. <br /> A revised Protocol for Response to Bias Crimes was reviewed and discussed. Commissioner <br /> Donohue asked if a crime may be bias but not prosecuted as such; Director Jacobson affirmed <br /> this. <br /> A couple wording changes were suggested. Commissioners should contact Commissioner Kroll <br /> or Director Jacobson with any other suggested changes. <br /> Commissioner Allen thanked Commissioner Kroll for all of her work on this protocol. <br /> Updates <br /> A. Citizen Corps Council <br /> No report. <br /> Department Reports <br /> A. Human Rights <br /> Commissioner Kroll discussed future representation on the League of MN Human Rights <br /> Commissions. Commissioner Kroll's term is up in December. Commissioner Kroll does not <br /> feel the current set up is worthwhile and does not accomplish anything. She feels once their web <br />
