Commissioner Benke made a mo • o approve <br /> the October meeting minutes; Commissioner Woods seconded. Motion carried. <br /> Public Hearing/Presentations <br /> A. Allina Health—Response to Cardiac Arrest <br /> Mr. Dave Matteson, Manager, and Mr. Roger Skic, Operations Supervisor, gave a demonstration <br /> on what Allina does when they respond to a call of someone in cardiac arrest. <br /> National cardiac arrest success numbers are 11% of patients get a pulse back and 6% of patients <br /> walk out of the hospital; Allina's cardiac arrest success numbers are 46% of patients get a pulse <br /> back and 25% of patients walk out of the hospital. <br /> The use of a"ResQPOD" creates a small amount of negative pressure in the body to increase <br /> cardiac output, blood pressure and survival rates. The use of a defibrillator assesses the patient's <br /> heart rhythm and will shock the heart if needed. <br /> A LUCAS device is run by compressed air and delivers chest compressions at the correct depth <br /> and interval. The LUCAS device compresses and retracts the chest to circulate blood through <br /> the body. <br /> Allina has started using an Intrathoracic Pressure Regulator(ITPR)which creates about 40 times <br /> more negative pressure than the ResQPOD. This device is still being tested but the patient can <br /> get a normal blood pressure reading when using this device. <br /> When the patient is loaded into the ambulance, the paramedics start actively cooling the patient <br /> right in the rig to preserve brain function. <br /> Mr. Matteson reported Allina will be changing to battery powered LUCAS devices in 2013. He <br /> noted they probably use the LUCAS device two times a day in their service area. <br />
