gwo city of <br /> "ANEW <br /> BRICK I'PON <br /> the city that works for you <br /> Council Worksession <br /> February 26, 2013 <br /> 5:30 pm <br /> Present: Mayor Dave Jacobsen <br /> Councilmember Mary Burg (via conference call) <br /> Councilmember Paul Jacobsen <br /> Councilmember Char Samuelson <br /> Councilmember Gina Bauman <br /> Absent: None <br /> Staff in Attendance: Dean Lotter, Bob Jacobson <br /> Guests in Attendance:Public Safety Commissioners Robert Allen, Becky Kroll, Judith Lamp and Ken <br /> Schumann <br /> City Manager Performance Review <br /> City Manager Lotter received his performance review from the councilmembers. The Council agreed that the <br /> overall rating for Manager Lotter's performance in 2012 would be "Element of Strength." Manager Lotter <br /> suggested that he have an opportunity to respond to the review at a future work session, it was determined that <br /> could be scheduled sometime in March. <br /> The Mayor stated that the council will be meeting March 5th with Craig Rapp to review some of the strategic <br /> plans for 2013; one of the items the council would like to address is creating a different PREP (Performance <br /> Results Enhancement Program.) form. The council indicated that it would not be necessary for Manager Lotter <br /> to attend the March 5th work session. <br /> Public Safety Commission Bias Crime Draft Policy <br /> Director of Public Safety Bob Jacobson offered an explanation of a bias crime; also noting that there is a <br /> requirement for the City to report any bias crime to the BCA. Director Jacobson introduced Commissioner <br /> Becky Kroll; Chairperson of the Human Rights commission. Ms. Kroll explained that an investigation occurs <br /> when a bias crime is reported; victims are offered the opportunity to meet with the Human Rights sub- <br /> committee.Human Rights Subcommittee members may provide support and/or offer resources to the victim, <br /> and they may offer follow up meetings and/or suggest further dissemination of info to the community. <br /> Mayor Jacobsen spoke favorably of the Public Safety Department and the Human Rights commission. <br /> Councilmember Bauman stated she would like to review the necessity of the Human Rights Commission at an <br /> upcoming work session. <br /> The work session adjourned at 6:30 pm. <br />
