Report Number 13-084 <br /> N Agenda Section VI-8 <br /> BRIGHTOCouncil Meeting Date April 9,2013 <br /> the city that works for you <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: PLAN APPROVAL AND AUTHORIZE STAFF TO ADVERTISE <br /> FOR BIDS FOR CITY PROJECT 13-2C,MILL & OVERLAY <br /> DEPARTMENT HEAD'S APPROVAL: <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: To approve an ergency repair and replacement plan and authorize staff to <br /> advertise for bids for Public Improvement Project 13-2C, Mill and Overlay. <br /> Legislative History: <br /> Street Mill & Overlay <br /> The streets in the project corridor are as follows (reconstructed in 1994): <br /> •23rd Avenue NW from 7th Street NW to 400-feet south <br /> •Inca Lane from 7th Street NW to Bristol <br /> •Sioux Boulevard from Bristol Avenue to Kiowa Avenue <br /> •Tioga Lane from Bristol Avenue to Kiowa Avenue <br /> •Canyon Lane from 16th Avenue NW to 230-feet west <br /> • 16th Avenue NW from 5th Street NW to Canyon Lane <br /> •Wyndom Circle West, cul-de-sac <br /> •Wyndom Circle East from Wyndom Circle West to 150-feet east <br /> •Wexford Heights Lane from Silver Lake Road to 500-feet west(north lane 8 feet wide) <br /> Skate Park Overlay <br /> On September 11, 2012 the City Council authorized the purchase of new skate park equipment at <br /> Freedom Park. Staff wants to prepare and provide a smooth surface for the new equipment. <br /> Financial Impact: This project, if approved, would be funded from MSA construction/maintenance <br /> funds (Fund 422) and Pavement Management Plan Funds (Fund 606). Staff is seeking the total <br /> estimated project cost, including a 10% contingency, of$220,000. Depending on how the bids come in, <br /> staff will remove/add areas to the project as needed. Below is the estimated dedication by area: <br /> Mill and Overlay MSA Streets: $37,000 <br /> Mill and Overlay Non-MSA Streets: $168,000 <br /> Skate Park Overlay: $15,000 <br /> Total: $220,000 <br /> Explanation: In 2011 the City Council authorized the emergency repair/replacement of the surfacing <br /> on Bristol Avenue, Oakwood Drive, and several areas in the Apache Hills neighborhood. The surfacing <br /> on each of the streets in the 2013 project corridor is failing in the same manor, and we are <br /> recommending the roads be repaired before the entire pavement surface is lost. The roads were <br /> reconstructed in 1994 and scheduled to be reconstructed in 2024. Based on their current condition we <br /> can not wait that long to make repairs. We are planning on repairing these streets with a mill and <br /> overlay this summer to extend the pavement life. <br />
