Deputy <br /> Director Paeetrnuck stated this was completed on a yearly basis and projections were made based on the <br /> market condition. The return on investment was then evaluated and adjustments were made to the funds <br /> when necessary. <br /> Mayor Jacobsen explained the Council had a fiduciary responsibility to know how all monies are being spent <br /> and with this Fire Associations fund at 111%he questioned if there might be other needs that the Council <br /> should consider for these funds. He commented he was not trying to belittle the work done by the firefighters <br /> in the City as they acted in an exemplary manner on behalf of New Brighton residents. <br /> Councilmember Jacobsen stated he was surprised by the proposed$300 increase request. Deputy Director <br /> Paetznick indicated the request would bring the fund back down to the 100%funding level. <br /> Councilmember Bauman recommended the contribution from the City for 2013 be reduced. <br /> Councilmember Burg commended the association for properly managing their finances;however,she did not <br /> support the$300 benefit increase. <br /> Councilmember Jacobsen recommended a compromise with a$100 increase to the yearly benefit and cutting <br /> the City's 2013 contribution in half <br /> Motion by Councilmember Jacobsen,seconded by Councilmember Bauman to approve a Resolution <br /> to Authorize an Amendment to the New Brighton Firefighters'Relief Association Bylaws to Increase <br /> the Pension Benefit for Firefighters by$100 and defend the City's 2013 contribution by one-half <br /> effective March 27,2013. <br /> Councilmember Samuelson supported the compromise. <br /> Councilmember Bauman was pleased that the Council was offering an increase to the benefit while leveling <br /> off the City's contribution given the fund's surplus level. <br /> Councilmember Burg questioned when the State Fire Aid value would be adjusted to reflect the City's <br /> decreasing property values. Deputy Director Paetznick commented these numbers would be reflected in the <br /> association's budget this fall. <br /> Mayor Jacobsen commented the Council was trying to be fair given the state of the economy. The City <br /> knew that additional soil material would be needed to make the project"pad ready'for development. At that <br /> time,an initial analysis indicated that over 200,000 cubic yards of material would be needed to raise the <br /> grades to a level that would support residential development He indicated that last August,the City was <br /> presented with an opportunity to acquire fill material from the general contractor(Shafer Construction) <br /> working on the I 694/Highway 10 reconstruction project in Arden Hills. At that time the City approved a <br /> contract with the contractor and the City imported approximately 125,000 cubic yards of loose volume <br /> material.T ast November,the City received an earthwork estimate prepared by Pulte Homes for the work <br /> remaining. Including the import material that Shafer hauled in,Pulte estimated approximately 138,900 cubic <br /> yards of material was still required. Recently Shafer was selected as the contractor for the Highway 96/US 10 <br /> work in Arden Hills. Shafer contacted the City and asked if New Brighton was able to take excess material <br /> from their site. Staff met with Shafer,reviewed the site and determined that the City still requires up to <br />
