Public Improvement Hearing to Consider Project 134, 2013 Street Rehabilitation. <br />Report No. 13 -085. Resolution No. 13 -028. <br />Public Works Director Wyffels requested the Council hold a public improvement hearing for <br />the proposed Project 13 -1, 2013 Street Rehabilitation. He explained the City has about 70 <br />miles of streets and alleys to maintain. He noted that these streets were rehabilitated <br />approximately every 25 -30 years. The project timeline and scope of work was reviewed with <br />the Council in detail. He indicated 30 feet of sanitary sewer pipe would be replaced in this <br />project area, along other storm sewer improvements. The total project costs were estimated to <br />be $1,436,400. He estimated the Birchwood Ponds assessment would be $350 per unit and <br />$650 for the Windsor Green units. Issues raised at recent neighborhood meetings were noted. <br />The City would be addressing the grade transition of Windsor Court at County Road E, along <br />with drainage collection in problem areas near tennis court while also increasing the turning <br />radii within the cul -de -sacs. Public Works Director Wyffels discussed there had been several <br />water main breaks in the proposed project area and that Staff was interested in placing the <br />existing utility lines underground. Staff requested the Council initiate an additional Feasibility <br />Study to review the underground Xcel Power lines, to relocate the existing watermain from <br />Silver Lane to Windsor Lane and to reconstruct the existing concrete sidewalk. This additional <br />study would be reviewed with the Council at their April 23ni. Staff recommended that after the <br />public hearing was closed that the Council adopt a Resolution ordering Project 13 -1, the 2013 <br />Street Rehabilitation and authorize Staff to prepare plans and specifications. <br />Councilmember Bauman thanked Staff for their thorough presentation this evening. <br />Motion by Councilmember Burg, seconded by Councilmember Bauman to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 7:44 p.m. <br />Mayor Jacobsen asked for comments. <br />Wayne Carlson, 197 Windsor Lane, expressed concern about a potential leak in the outlet of <br />the central pond. He commented that water was leaking from the outlet at this time and <br />recommended the pond be dredged.
